Counterintelligence Analyst Infrastructure Protection and Information Operations (IP/IO) Analysis

Prepares IP/IO related finished intelligence analysis reports and provides focused IP/IO related analytical support to counterintelligence investigations and operations. Deliverable: Intelligence Products.
b. Performs in-depth research, compilation, and analysis of a wide range of complex and sensitive information to determine IP/IO threats to the USAF, DoD, and US interests. From research and analysis, produces both short and long-term IP/IO related intelligence products from which senior commanders and leaders can base decisions and allocate resources. Deliverable: Intelligence Products.
c. Supports counterintelligence investigations and operations with focused IP/IO analysis in order to evaluate the significance of the information collected, extract and further disseminate relevant counterintelligence and threat information, identify operational opportunities and leads, provide guidance to the case agent, and coordinate actions within the intelligence and law enforcement communities.
d. Develops and projects data, draws conclusions, and estimates probabilities based upon knowledge of current and past intelligence situations and an understanding of the significance of the conditions and threats. Presents findings and recommendations to superiors and policy makers. Deliverable: Intelligence Products.
e. Assists with the review and evaluation of AFOSI field counterintelligence reporting for content and responsiveness to taskings and provides constructive feedback to enhance field performance.
f. Identifies critical intelligence gaps in collections and recommends corrective action. Prepares and presents briefings on counterintelligence and IP/IO matters to AFOSI, USAF, DoD, and national-level agencies. Deliverable: Briefings.
g. May represent AFOSI as a recognized subject matter expert.
Clearance: Contractor personnel must possess a current, favorably adjudicated Top Secret clearance and be DCID 6/4 eligible. Contractor may be required to undergo independent suitability and counterintelligence polygraph screening by HQ AFOSI.

Travel: Must be willing to attend off site meetings in the DC area when necessary. Contractor shall be subject to 3-5 CONUS TDYs of 5-7 days. Skills: Five years of computer network defense experience with a counterintelligence, and/or intelligence analysis focus is required; experience obtained from AFOSI or another military agency is preferred. A demonstrated understanding of computer network defense, computer incident response, computer intrusion principles and cracker/hacker techniques/methodology is required.
Desired Education / Certification / Background: Bachelor’s or Master’s degree from an accredited college or university is desirable, however significant experience is preferred and can be substituted in lieu of this requirement. Preferred subject disciplines include Computer Science, Computer and Information Science, Information Systems Management, or Information Technology. Study in International Relations/Affairs, National Security Policy, History, Political Science, Intelligence Studies, will be considered if the individual has the technical skills and experience.
Hours of Work: Position may require shift work to cover 24/7 operations.
Place of Work: The Defense Cyber Crime Center (DC3) 911 Elkridge Landing Road Linthicum, MD 21090. Position may require temporary duty (TDY) under 90-days.
KEY KNOWLEDGE, SKILLS, AND OR ABILITIES:
1. Knowledge of concepts governing the DoD counterintelligence mission.
2. Knowledge of IP/IO collections, operations, investigations, and analysis.
3. Ability to apply facts and estimates derived from numerous sources to a variety of problems having difficult technical aspects.
4. Knowledge of the functions and operations of other intelligence organizations.
5. Knowledge of IP/IO threats to the USAF and DoD computer network attack and exploitation techniques, computer based intrusions, and incident response and investigation.
6. Knowledge of several intelligence collection methods and systems, their capabilities and limitations, and appropriate tasking methods.
7. Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection related activities.
8. Ability to communicate effectively, both orally and in writing.
