Job Overview: The Portfolio Manager is a senior management position responsible for leading the ITS portfolio management process on an ongoing, operational basis. He/she works with the PMO Director and CIO Leadership Team to develop the portfolio strategy, compile project and portfolio information and perform executive reviews. Primary responsibilities include leading the activities of portfolio project teams to deliver timely solutions that are aligned with the organization's strategy, conducting ongoing examination of projects for compliance with project plans and budgets, making decisions on resource utilization and allocation at key project lifecycle decision points, and involving leaders in embedding portfolio management concepts in the organization. Additional responsibilities include maintaining oversight and accountability for portfolio performance, managing portfolio attrition, managing issues and changes to business plans and resource allocations, delivering project reporting and communication to the CIO Leadership Team, and linking portfolio management requirements with project server using data included in each project and business plan within the portfolio. Required Skills: · Minimum of 10 years experience managing large cross functional IT projectsas a Project Manager · Minimum of 7 years leading all phases of a business solution delivery life cycle: planning, analysis, design, build, test, and deployment · Minimum of 7 years experience in the administration/quality management of IT projects and service delivery for one or more Client Server, Networking, LAN/WAN infrastructure or Web technologies and architecture · Minimum of 5 years experience managing large, complex portfolios (with multi-million dollar budgets) as a Portfolio Manager · Minimum of 3 years experience in Lean Six Sigma or other continuous process improvement methodologies · Demonstrated experience in financial management principles as they relate to project management and delivery of a business case (budget vs. earned progress, capital vs. expense, etc.) · Proven ability to work within a team environment, manage multiple projects, and adapt to frequent change · Proven ability to influence and lead cross-functional teams in an environment of competing interests and limited resources · Advanced problem solving skills and the ability to work collaboratively with other departments to resolve complex issues with innovative solutions · Proficient in MS Project and MS Project Server · Strong background in project methods best practices · Strong interpersonal, relationship building, and customer service orientation · Proven ability to communicate (oral and written) at all of the organization up to the executive level Preferred · 3+ years experience managing within ITIL and COBIT frameworks · Knowledge of business processes and associated applications in the Professional Services industry is highly desirable · Experience in business process management best practices is highly desirable · Experience working with onshore/offshore development teams · Comprehensive knowledge of structuredanalysis and design concepts Required Education: · PMP Certification required · Bachelor's degree in computer science or business administration, or equivalent related experience.
