Management Consulting, INC. (MANCON) is currently seeking qualified applicants for review and consideration to support Army National Guard in the Arlington, VA area.
Applicants must have extensive IT Programmer experience at the Management level for consideration.

General position description:
The Programmer works in ARQ with the ARQ database and performs database analyst duties to meet overall division data requirements. General duties include: data query, report generation, report validation, data business rules development, data backup, data storage and ensures data integrity and working with Division, Department of the Army and Directorate personnel to complete the ARQ mission.
-Uses PBUSE, SACS, STAMIS, WEBTADDS, LQA, EQ4, FDIIS and LIW.
-Develops reports and queries information.
-Performs base trouble shooting identifying and correcting bugs, ad-hoc queries, troubleshoot installation issues, DB backup.
- Develops DB architecture, warehousing and file configuration.
Specific activities include:
-Create and maintain enterprise level programs and web based applications. This entails the writing of C Sharp (C#) code, Transact SQL (TSQL), JavaScript, AJAX, DHTML, XML, HTML, CSS and a host of other languages. Additional duties of programming enterprise level applications for ARQ divisional use includes standardizing code, complete lifecycle development, debugging code, testing code and performing metric related analysis of server information and code efficiency. All documentation such as technical documents, design documents, training, user instructional, and implementation documents are created and/or maintained.
-Create and maintain SQL Server Databases. This entails the writing of SQL, TSQL, DTS Packages and the automation of reports utilizing these tools.
-Create and maintain all related images used within the application utilizing Photoshop CS, and other imaging software.
-Provide constant tracking and statistical information and analysis of current, historical, and future projection of data pertinent to equipping the Army National Guard.
-Create and maintain accurate authorizations (requirements) of National Guard Units.
-Coordinate COOP data exchange.
-Provide and support in analysis, management and coordination of force modernization operations for the Army National Guard.
Daily performance tasks:
-Provide technical guidance and assistance to the Chief, Materiel Programs Division on all aspects of modernizing the ARNG Force.
-Fully participate in the administration and staff monitoring of office activities, including the formulation of plans and programs pertaining to equipping the force, force modernization, force management and force requirements.
-Coordinates with Directorate system managers to develop and maintain the ARQ database.
-Provide ARQ personnel with required data.
-Requirements determination, fielding program development, tracking of funding and execution of ARNG equipment modernization.
-Provide recommendations on equipment requirements, resourcing and fielding for MTOE and TDA organizations and develops material programs for ARNG equipment modernization.
-Provide MTOE, TDA, costing. budgetary and force structure data during a variety of budget events in the PPBE cycle.
- Develop automated information papers, documentation and responses reflecting NGB position on ARNG modernization and equipping issues.
- Coordinate and advises affected and controlling organizations on matters related to documentation of MTOE and TDA organizations.
-Carry out specialized studies of ARNG material procurement data, requirements, programs and plans.
SPECIFIC QUALIFICATIONS REQUIRED:
• Associate Degree or broad experience in Army logistics, force management or acquisition.
• Language skills in C++, C#, .NET, MFC, Visual Studio.
- SQL Programming, store procedures, index, triggers, views, t-sql,
-SQL Server 7.0, SQL 2000, SQL 2005, Enterprise Manager, Query Analyzer, SQL Management Studio.
· Able to receive and maintain a Secret Clearance
· Proven self starter
· Proven ability to work with minimum supervision
Physical Demands and Work Environment:
· Usual office working conditions.
· Required to sit for long periods of time.
· Some light physical effort required.
· Little or no travel required outside local area.
