The Information Technology Agency of the City of Los Angeles is seeking an experienced and innovative individual to join the Department’s executive team as an Assistant General Manager.
The City plans to fill two Assistant General Manager positions through this selection process.
The Information Technology Agency (ITA) currently has 729 employees and an operating budget of over $108 million. The department has four Assistant General Manager positions that serve under the direction of the General Manager. The General Manager also functions as the City’s Chief Technology Officer. The Assistant General Managers work closely with senior and executive members of other city departments, the City Council, and the Office of the Mayor. The Assistant General Managers may also be called upon to act in the General Manager’s absence.
The candidate selected may be assigned to manage one of four bureaus in the Department or to a different set of duties and responsibilities depending on the General Manager’s needs in meeting demands and workloads. The four bureaus are: Technology Solutions (170 employees and a $15M budget), Strategic Planning & Communications (83 employees and a $12M budget), Public Safety Support (252 employees and a $31M budget), and Enterprise Services (218 employees and a $51M budget).
DUTIES:
The Assistant General Manager plans, organizes, coordinates, and directs the activities of a major organizational unit in ITA, and applies sound management principles and techniques in building and maintaining an effective workforce. In addition, an Assistant General Manager:
• Assists the General Manager in formulating and implementing policies, programs, procedures, and standards for the activities of ITA; • Assists the General Manager in setting and aligning IT vision and strategy with the department’s overall business objectives; • Oversees IT activities, governance and spend across all businesses and geographies; • Leads the department through the successful implementation of inherited as well as new projects; • Oversees IT due diligence on new applications and infrastructure opportunities; • Assesses the current strength of the IT team and takes appropriate measures to elevate the overall leadership capacity; • Provides an appropriate and secure information environment and infrastructure for department data and operating systems; • Keeps abreast of technological advances in the industry; • Responds to maintenance and development requests of internal customers—all based upon prioritizations and budgets set by the mayor and council; • Manages the provision of information technology services including, but not limited to, voice, data, radio, and video communications on a seven-day a week, 24-hour a day basis; • Assists the General Manager with developing, coordinating, and implementing municipal, educational, and public access policy and usage of cable and other information technology;• Directs an information technology staff which provides liaison with user City departments, the Mayor, the City Council, and the City Administrative Officer for the development of detailed feasibility studies on proposed information technology services and systems;• Assists the General Manager in developing short-range and long-range planning and policies concerning services, methods, standards, and scope for providing all forms of information technology services and systems for City departments and the City as a whole; and• Monitors the security of records, the reliability and integrity of systems, the performance of vendors to contractual standards of performance and the training and development of staff who work on the systems.
* The position of Assistant General Manager in the Information Technology Agency is an exempt, at-will management position. The incumbent will not accrue any civil service tenure, contractual employment rights or due process rights. The Assistant General Manager is appointed by and serves at the pleasure of the General Manager. The incumbent may be removed, without any finding of cause, by the General Manager. Such removal would not be reviewable or appealable.
DESIRED QUALIFICATIONS:
Education:
A Bachelor’s degree from a recognized college or university in Information Technology, Management Information Systems, Business Information Systems, or a closely related field; and
Experience:
At least two years significant full time paid management responsibility in information technology operations with an emphasis in project management, application development and large-scale systems development with change management.
NOTE: For current City employees: At least two years experience at the level of an Information Systems Manager II with the City of Los Angeles managing information technology operations.

• Be a business/IT professional with strong strategic and conceptual skills; • Be highly collaborative and have an “open” management style; • Be experienced in directly advocating policy positions to executives and elected officials; • Be able to establish strong, credible relationships with technical staff and client departments, and handle City administrative functions with effectiveness and precision; • Be able to act as a facilitator and catalyst for meaningful city-process change; and• Have served in an executive leadership position in a large organization; • Have expertise in computer applications development and project management; • Have experience in developing budgets and managerial control mechanisms, and an understanding of the City’s budgeting and legislative processes; • Have experience developing IT standards and policies for a large organization; • Have a broad interdisciplinary and technical background; • Have strong leadership abilities and superior interpersonal and communication skills; • Have high customer orientation with high levels of service; • Have excellent problem solving skills, coupled with great analytical skills; • Have the ability to negotiate keenly as well as partner with vendors in an effective manner; and• Have the skills necessary to define a direction, facilitate change, inspire teamwork, and adapt to rapidly changing environments and issues.
