Performance Responsibilities
This position is at the fourth level of the Applications Programmer/Analyst Specification Series. The incumbent performs tasks assigned at the defined responsibility and task level and employs methods appropriate to the level and nature of this position. The incumbent at this level is expected to perform independently or lead and oversee others in the performance of assignments as may be required. This is a technically oriented position and requires highly developed technical skills. Under the general direction of the Director, Web Services, will follow a program of technical development.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the following:
a. Develop, design, code, test, debug, and document major complex computer programs, modules, subsystems, or applications.
b. Apply programming techniques to carry out assigned programming tasks.
c. Develop or modify data extract views and reports by accessing data from various sources.
d. Perform maintenance programming tasks and/or analyze and solve problems on existing programs or applications.
e. Conduct program/job analysis and testing to meet department standards.
f. Conduct requirement gathering to define new applications prior to coding.
g. Prepare detailed specifications for business applications projects, including development of new applications and customizations that will be integrated with existing applications.
h. Distribute reports and data files through various means such as uploading to a website or FTP.
i. Develop and maintain websites and web services.
j. Work with users and technical staff to assist in the diagnosis and resolution of problems related to the maintenance and support of business applications.
k. Mentor other team members in regards to software design, analysis, and development focusing on new technologies and participate in team-based development.
l. Work with Project Analysts to achieve maximum results through the adherence of departmental processes and procedures.
m. Participate in or lead user meetings by preparing meeting agendas and summaries.
n. Assist in the development of department standards.
o. Perform system studies, proposals, and evaluations.
p. Prepare status reports.
q. May lead and oversee the work of others as required.
r. Perform other related duties as may be assigned.
Minimum Qualifications:
Faculty/Educational Administrators complete the Equivalency Application only if you do not meet the minimum qualifications for the position you are applying to, and you wish to be considered.
Knowledge of:
1.Programming languages such as, VB.NET, HTML, Csharp.NET, ASP.NET, XML, ProC, and COBOL.
2.Database management and querying languages such as SQL and PL/SQL.
3.Database functions, store procedures, and triggers.
4.Developer toolkits such as Oracle Developer (Forms & Reports).
5.Programming tools such as Toad/SQL developer or Visual Studio.
6.Application program interfaces (API's).
7.Systems analysis and design.
8.Project management.
Ability to:
9.Create data extract views or reports using developer tools such as Oracle Reports to access real-time data from various data sources which allows users to enter parameters and sort criteria.
10.Distribute reports and data extract files electronically to a web presence or FTP in various file formats.
11.Use reporting tools such as Oracle Reports or Crystal Reports.
12.Create and modify tables, functions, procedures, and data extracts using SQL and PL-SQL.
13.Adhere to department standards and follow direction of senior staff.
14.Develop, coordinate, and conduct meetings and seminars.
15.Conduct, research, and prepare data processing studies and proposals.
16.Lead and participate in evaluations of user needs.
17.Prepare written documentation.
18.Communicate effectively both verbally and in writing.
19.Maintain a cooperative working relationship with others.
Education and Experience:
20.Four years of college with a certificate in a related discipline.
21.Four years of database application development experience.
22.Or, any combination of education and experience that will produce the desired and required qualifications.
Desired Qualifications
1. Experience with SCT Banner and/or Luminis in an educational environment.
2. Experience working in an Oracle Environment.
3. Experience working in a higher educational institution.
4. Experience with web applications utilizing products such as HTML, web services, ASP, JAVA, Javascript, or Flash.
5. Experience writing Stored Procedures.
Conditions of Employment
This is a regular, full time, 12-month per year position. The normal hours of work will be 8:00 a.m. to 5:00 p.m., Monday through Friday. The effective date of employment will be arranged with the supervisor.

1. Describe your experience with software and web application development, specifically within a Microsoft environment. Please include any experience with ASP.Net 2.0, Microsoft Sharepoint, and MCMS.
2. Describe your experience developing databases with Microsoft SQL Server 2000/2005 and/or Oracle 10g.
3. Describe your development experience with emerging web technologies, such as AJAX, Web Services, RSS, video streaming, and rich-media applications.
4. Describe your experience developing projects in a team-based environment.

Salary Range $65,788 (Step 1) - $80,060 (Step 5)

Based on the 2007/2008 Classified Salary Schedule
Pay Philosophy
Starting salaries for support staff positions begin at Step-1 of the salary range. Employees hired prior to April 1 of each year will move to the next step on the upcoming July 1. Employees hired on or after April 1 of each year will move to the next step the following July 1. All movement on the salary schedule will occur July 1 of each year for all classified employees.

The District provides a comprehensive benefits program effective the first calendar day of the month following the first day of regular employment.
