Billing and Collections Data Manager

Our client in San Jose has an opportunity for a Billing and Collections Data Manager. This is a contract to hire position; must be US Citizen, Green Carded or have EAD. MUST HAVES: 8+ years Unix, 8+ years Oralce or TeradataSAS is not required; highly preferred though. The Billing and Collections Data Manager will report to the Manager, Infrastructure and Operational Reporting and will manage the production data infrastructure that supports the Global Billing & Collections organization.  The Global Billing & Collections team is responsible for the site revenue, payment collection and bad debt management as well as payment processing for different product lines. The Billing Analysis and Metrics team is the looking for a highly experienced SAS/UNIX programmer who is experienced in managing critical, production relational data environments including UNIX, SAS, Oracle and/or Teradata. This position is responsible for the maintenance of all production data programs and the monitoring of the health and efficiency of the infrastructure that manages data flows between production and analytical data systems. This infrastructure supports the various production data processes that provide mission-critical data to the Billing Operations, Payments and collections team, in addition to feeding data to the various production systems and business units that we also support. This data flow includes such mission critical processes such as system-to-system file validations, assignment of placements to collections agencies, list pulls for collection communication and restriction processes and invoice processing tracking. This individual must demonstrate expertise and leadership in problem solving, working with other systems administration teams, network engineers, application developers, architects, database administrators and suppliers to solve difficult performance problems. The position requires strong partnering, organizational and communicational skills and experience in gathering requirements across multiple functional teams. Individual must have experience in turning these requirements into a structured plan. Plan will include development, testing and implementation goals that are focused on efficient code and strict quality controls in a database environment. Individual must be able to handle multiple projects simultaneously while ensuring accuracy and timelines are not compromised. The candidate must have strong interpersonal skills including demonstrated ability to present insights and actionable recommendations in a concise and persuasive manner. Skill and confidence in dealing with people at all levels of the organization are essential.Primary Job Responsibilities Data Infrastructure -  Required to play a leadership role in the developing strategies for future infrastructure design plans, that will bring our production processes into a more stable and efficient environment. -  Person should be comfortable dealing with complicated and non-standard break-fixes for which standard support is not sufficient. Periodic on-call/off-hours duties maybe a part of this position. Ability to work under pressure and deliver on deadline is a must. -  Must be able to effectively communicate the vision and strategy of the data infrastructure to garner the necessary support from the team and all levels of the organization. -  Will be responsible for the development of a disciplined yet flexible code rollout process and change management control culture that mitigates the current risks associated with the various billing and collections processes. -  Responsible for the execution of entire projects from start to finish including project management, data gathering and manipulation, synthesis and modeling, problem solving, and communication of key insights and recommendations. Production Quality Assurance & Support -  Must demonstrate experience implementing or supporting an operations environment with a strong understanding of operational realities and extraordinary commitment to the customer experience. -  Support the development of a world class billing, payment and operations organization by proactively and reactively troubleshooting databases, processes files etc. -  Consult with the operations and production teams to develop, design and deliver reconciliation reports that track the flow of multi-billion dollars in revenue and payments throughout the world. -  Ensure all new projects and functionality are built with the right data elements and controls for proper financial reporting, operational audit-ability, metrics reporting and analysis.Required Skills -  8 - 10 years in a data management role or show a proven growth in responsibility towards a similar role. -  Expert with data query tools (e.g., SQL, SAS) and data warehousing is required. -  Minimum 5 years hands on knowledge of Relational Database Management Systems in a production or data management environment - – specifically Oracle, Teradata or both. -  5+ years SAS programming in a UNIX environment.  Advance programming knowledge in SAS, especially PROC SQL connecting to various RDBMS, flat files, etc. – must have SAS programming skills with tools other than PC SAS.  Proven experienced with SAS Macros, DO Loops and de-bugging. -  5+ years UNIX shell scripting and cron jobs within a SAS environment.  -  Demonstrated experience with very large production datasets, working in a leadership role while working on database issues and coordinating activities with other groups within the organization. -  Excellent written and oral communication skills. -  Motivated self-starter personality; must be able to work independently of supervision but be a willing and contributing participant on cross-functional team. Ability to thrive in a high-pressured but highly structured, customer oriented environment; Ability to contribute to multiple projects/demands simultaneously. -  Proven problem solving skills with an emphasis on quick problem resolution. Ability to relay technical and analytical information to business and customer-impacting language to influence results. -  Ability to thrive in a high-pressured but highly structured, customer oriented environment and to contribute to multiple projects/demands simultaneously. -  Take corrective action for operational database problems and must be able to give recommendation of optimization of SAS and SQL code. -  Work with external teams to diagnose complex problems and drive resolution. -  Must work well in a cross-functional environment and have record of influencing people across the organization and must be comfortable in a fast-paced global environment.Preferred Skills: -  Previous work on the planning, architecture and implementation of a data warehouse. -  Experience implementing or supporting an operations environment with a strong understanding of operational realities and extraordinary commitment to the customer experience. -  Working knowledge of Oracle database administration is a big plus. -  Have experience with reporting tools – preferably Cognos ReportNet, SAS Enterprise Guide. -  Perl Scripting capabilities. -  VBA in MS Excel or MS Access development. -  Experience with Global Payments very helpful.Education Bachelors Degree Required Company: Modis, Inc.
