Advise on policy implications, resource allocations and program priorities, and assist to establish program goals and objectives for program management and integration, to ensure program alignment with similar MDA programs.Plans, develops, coordinates and integrates studies, analyses and results for applicability to lifecycle management.Supports strategies development and planning required ensuring supportability of programs. Current Secret clearance required. Essential Job Functions Oversees, plans and designs highly complex business processes and makes recommendations in order to improve and support business activities. Evaluates results of analyses and staff actions to determine impact on organizational performance.Analyzes and documents client's complex business requirements and processes; constructs conceptual data and process models, including data dictionaries and volume estimates to communicate requirements.Reviews reports and data system acquisition matters, defines critical issues and recommends courses of action for resolution. Performs the function of a lead in creating complex test case scenarios for testing and/or monitoring the testing of business applications to verify that client requirements are incorporated into the system design.Analyzes alternatives concepts and architectures, which could reduce or eliminate deficiencies. Functions as a lead and provides input into the development and modification of systems to meet client needs.Performs analysis and provides judgments concerning budget, acquisition, Congressional and military services issues, and issues related to the contact acquisition process.Coordinates and facilitates meetings with clients on larger accounts to gather and document requirements and explore complex solutions. Coordinates business analyst tasks ontechnology projects and provide project team member guidance/support throughout the project life cycle. Provides work guidance and mentoring to less experienced personnel. Participates and provides expertise in technical reviews and inspections to verify the implementation of 'intent of change' through the entire project. Provides support for broad development and implementation of operational and technical engineering requirements, logistics supportability, and operational readiness program transition. Provides time estimates for project related tasks. Assists with the establishment of program master plans and objectives; including cost, schedule, performance and program management Creates and maintains the architecture for highly complex business process domains to ensure alignment with the organization's technology priorities. Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in business administration,or related technical field preferred Nine or more years of business processes and business analysis experience Experience working with the interface oftechnology with functional groups within an organization Experience working with business processes and re-engineering Experience working with the implementation of company value propositions Other Qualifications 10+ years of general experience with the military, civil service, or industry which includes direct support/close subordinate to executive leaders (general officer, SES, vice-president).High-level military or DoDstaff experience. Experiencewith systems acquisition and/or missile defense background desired. Strong executive level communication skills;Outstanding ability to review, understand, discern core message/issue, and convey it succinctly to a variety of audiences. Strong analytical and problem solving (action officer experience) skills are required.Strong writing and presentation skills, Experience in creating briefings presented to or prepared for senior/executive (GO/SES) leadership.Strong personal computer and business solutions software skills Strong interpersonal skills to interact with customers and team members Ability to translate technical language into client language andorally articulate complex intricate technical and conceptually diverse concepts/situations,Ability to lead and work in a team environment Ability to handle multiple tasks simultaneously and switch between tasks quickly; ability to adjust to flexible work scheduleWillingness to travel Preferred qualificaitons: Master's degree (or higher) in appropriate discipline from an accredited university Current TOP SECRET clearance; recent Special Access experience DoD or industry experience directly related to missile defense and/or Pentagon or Joint Staff (DoD/MDA) experience Program management experience (highly desire military board selects or industry equivalent) Recent experience in either GM or other BMDS system Experience in budget analysis and formulation in support of government contracts Experience in development of acquisition and strategic plansRemote Work Location Authorized:No Relocation Assistance:Not AvailableClearance Level:Secret Create Success
