Job Category:Architectural Expert Consultant Primary Location:USA-VA: VIRGINIA-FAIRFAXSchedule:Full-time Job Type:Regular Employee Status:Regular Yes, 25 % of the Time Job Posting: 05/02/2008Description: Responsibilities & Duties:Participate on a team of Data Governance facilitators and work withgovernment client Enterprise Data Manager to establish formal datagovernance practices in client enterprise and to facilitate the maturing ofthose practices over time, taking the lead for those aspects of datagovernance that are applicable to the Enterprise Data Architecture.Coordinate closely with the client's Chief Enterprise Data Architect andEnterprise Architecture to ensure these players have a solid understandingof Data Governance decisions that impact the Enterprise Data Architectureand to facilitate communications between these players and the datastewards.Required: Documented experience implementing successful Enterprise DataManagement in support of one or more federal government agencies,preferably within Homeland Security, DoD, or the Intelligence Community.Key Responsibilities:Provide Enterprise Data Architecture expertise to assist with the followingtasks:* Draft and support vetting and formal issue of Enterprise DataArchitecture Policy.* Facilitate interactions with the client Data Stewards to define andmanage the Enterprise Data Architecture* Facilitate Data Stewards in their ongoing governance of enterprise Data,Information, & Knowledge Assets in the best interest of the cliententerprise to ensure coordinated collection and delivery of actionableinformation as part of the normal way of doing business.- Develop and Implements strategies required for the information flowthrough the systems technical infrastructure, application systems,processes and networks.- Define the role of Metadata and data-driven data modeling and management- Architect information integration infrastructure related to defining ordescribing technical (systems) processes that automates, performs orsupports a business process or business function. Included under thiscategory are items such as program specifications, algorithms, processinglogic, transformational logic, summarization/aggregation rules, etc.Functional/Technical Qualifications:* Required: FULL CBP Security Clearance (Background Investigation)* Required: Extensive understanding of and experience applying DataGovernance best practices and experience supporting Enterprise DataArchitecture in one or more federal government agencies, preferably withinCBP or the broader DHS community.* Solid understanding of and at least 3 years of experience helping one ormore DHS clients, preferably CBP, address data management challengesassociated with SOA, FEA, DRM, DHS directives, NIEM/LEXS compliance, andagency mission.* Experience facilitating working groups of mid-to-senior-level executivesto gain consensus and set agreed upon goals and objectives.* Excellent documentation and communication skills.* At least 5 years consulting experience supporting federal agency,preferably DHS, clients.* Demonstrated ability to collaborate with peers and share ideassynergistically.* Excellent written and spoken English skills* Sound judement to plan and accomplish goals* Creativity, innovative, and divergent thinking skills* Strong facilitation skills* Ability to adapt to a changing environment and proactively pursueincremental improvementsUnique Skills:This position is located at the IBM facility in Fairlakes, VA withsignificant local travel to the customer site at Springfield, VA. Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in a related field preferred Seven or more years of experience in technical architecture strategy and design Experience working with CSC Catalyst and/or equivalent client or vendor-mandated methodology Experience working with capacity planning concepts for systems of all sizes and complexities Experience working with technical trends to assess the future direction of technology Other Qualifications Strong skills in one or more of the following: Vision Strategy (VS), Business Area Architecture (BAA), Iterative Custom Development (ICD), Package-Based Development (PBD), and Accelerated Application Development (X/AD) Strong communication skills Ability to deal with and resolve ambiguity Ability to anticipate problems and take decisive action, giving regard to the impact on both the client and CSC Ability to adjust personal style to different situations Willingness to travel Remote Work Location Authorized:Yes Relocation Assistance:AvailableClearance Level:None Create Success
