Job Category:Project Control Manager Primary Location:USA-VA: VIRGINIA-CHANTILLYSchedule:Full-time Job Type:Regular Employee Status:Regular Yes, 25 % of the Time Job Posting: 04/23/2008Description: Essential Job Functions Senior PCO candidate needed to support the Client Delivery1 Business Area in ITIS, which includes the ITS-EPA contract, the newly awarded ITS-UP program, and other ITIS accounts in the Civil and DOD Divisions. The position has tremendous opportunity for career growth and advancement. The candidate must be able to clearly articulate financial information and recommend financial strategies to maximize program financials to upper management. The successful candidate will provided proactive overall financial support, control and analysis on numerous contract types. Oversees the development of cost controls, procedures, systems, and forecasting techniques to evaluate contract/program status. Keeps operations and finance informed of potential financial issues/risks and proactively works on resolving potential problems before they become a significant issue/risk. Performs moderately complex financial/administrative reporting for major contracts and/or programs. Ensures compliance with internal procedures and government procurement regulations. Performs in-depth studies to determine optimum financial performance plans. Reviews, advises, and/or conducts cost performance, variance analysis, and risk analysis. Oversees preparation of change order/task order proposals. Oversees the development of cost controls, procedures, systems, and forecasting techniques to evaluate contract/program status. Assists in managing preparation of budgets; reviews budget proposals; prepares documentation for justification; determines depreciation rates to apply to capital assets. Participates in monitoring department spending to maintain adherence to budget plans; analyzes, explains and/or recommends variances to plans. Assists in organizing project and task work loads and selects individuals most qualified for assignments. Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines. Assists in the development of the operating and personnel budget(s) of the department(s). Participates in monitoring department spending to maintain adherence to budget plans; analyzes, explains and/or recommends variances to plans. Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in business administration, finance, accounting or related field preferred Nine or more years of finance or accounting experience Nine or more years of supervisory or management experience included Experience working with accounting principles and accounting software and databases Experience working with financial analysis Experience working with program control techniques in the Federal Contracting environment Experience working with Federal Contract pricing Other Qualifications Good presentation skills Strong analytical and problem solving skills Good organization skills to balance and prioritize work Good human relations skills to select, develop, mentor, discipline and reward employees Strong communication skills Strong personal computer and business solutions software skills Ability to work independently and as part of a team Remote Work Location Authorized:No Relocation Assistance:Not AvailableClearance Level:None Create Success
