IT Strategic Planning - Principal Consultant

For more than 25 years, Westin Engineering, Inc. (Westin) has been providing professional services to guide water, wastewater, public works, electrical utilities and other public agencies to optimize processes, retain knowledge, meet compliance requirements, serve customers and improve asset life.


Westin is currently recruiting for the position of Principal Consultant with considerable subject matter expertise in IT Strategic Planning for our East region. Due to expansion, position available in multiple locations including our Chicago, IL, Washington, DC, Richmond, VA, or Dallas, TX offices.

The Principal Consultant (IT Strategy) shall provide subject matter expertise and will lead projects that will involve the development of information technology strategic plans, formulating recommendations for business process improvements through the use of IT solutions, and the identification of opportunities to apply IT solutions for enhanced business performance with transforming client IT operations, processes, and solutions.


Responsibilities Include:
Formulate IT solution recommendations with strategic value to our clients’ business
Define projects to implement the IT solution recommendations
Develop a Master Schedule to serve as the long-range “road-map” for IT
Help clients establish IT governance structures, develop IT portfolio management processes, and enterprise architecture
Ensure that projects are selected and scheduled for implementation based upon business priorities and investment return
Manage all necessary activities for successfully developing and managing senior client relationships for existing accounts and leading consultant and client project teams



Requirements include:
7 + years work experience consulting with, focus on information technology development or planning in utilities and government agencies
similar technology project experience in water and wastewater utilities or municipal government
Experience working on multi-year projects for mid to large utilities
Established team leader and manager with substantial and documented experience in IT strategic planning, process/performance improvement, system requirements, IT capital planning/investment management, and advising clients and presenting solutions.
Ability to analyze client processes, identify gaps, formulate improvement opportunities and the ability to develop clear, detailed information technology functional requirements

Superior understanding of the leading methodologies including, Enterprise Architecture, Enterprise Integration,IT governance and management,ITIL, and COBIT
Excellent workshop leadership and presentation skills, including Conference presentations
B.S. in Business, Information Technology, Engineering or related field, advanced education degree a plus, registered or certified professional a plus
