Information Technology Specialist

The employee is responsible for the structure and content of the Internet and Intranet sites for court business operating under the Information Technology Office at the United States Court of Appeals for the Federal Circuit. The position is located in the Information Technology Office within the court. Incumbent will be creating, designing, and/or maintaining Internet/Intranet web site(s); using leading edge or evolving web technologies, such as transaction processing; designing and writing code that will execute queries from the web site; managing content for web sites and coordinating integration of design and applications; managing site usage logs and creation of usage reports; has responsibility for web design and development of web applications and web site management and administration, and for the complete set-up, strategy and day-to-day operation of the agency’s web/internet/intranet servers; has responsibility for coordinating with LAN administration to meet deadlines and user community requirements. Technical requirements for this position include but are not limited to the following: Ability to design, develop, implement and support specialized Court business and technical information technology solution using web-based technologies Full technical knowledge and experience of all phases of project planning, systems analysis, systems design, implementation, integration and testing, deployment, and maintenance through the System Development Life Cycle Proficiency in software and web development using ASP, ASP.NET and other related programming languages and technologies Ability to build, maintain and troubleshoot relational databases using Microsoft SQL server 7/2000/2005 and in writing SQL scripts and stored procedure programming required Knowledge of Windows Server 2000/2003 platforms, Internet Information Server 5.0/6.0 configuration and the server-grade system hardware Proficiency in Microsoft SQL Server administration and database maintenance activities Skills in dynamically creating web sites that include standards-compliant DHTML, ASP.NET, JavaScript, and CSS Knowledge of Visual FoxPro and Fox Web Good understanding and experience of Application Server development, middleware integration, and COTS product integration Working knowledge of Visual Studio and other Microsoft IDE Skills in Dreamweaver for layout, design and management, create graphics and optimize images utilizing Photoshop Ability to solicit user requirements and be proficient in designing web pages Good customer relations experience Demonstrates strong (verbal and written) communication skills Demonstrates a solid understanding of the Court’s goal and objectives

The incumbent performs work necessary to design, implement, maintain, or modify systems for solving problems or accomplishing work processes through web based application development.
