Is the senior technical expert specialized in integrating distance learning course content with information system components. Ensures course content will operate effectively in the technical configurations in the integrated learning environment for the Navy. Maintains liaison with managers and technical personnel in NETC, NETPDTC, and user commands to mediate, negotiate, or secure agreement among various entities to assure highly effective, reliable, and timely support to the distance learning initiatives.Requirement is for technical support in the development and deployment of a Disconnected Solution for the Navy eLearning program. The MPT&E product will deliver courseware to sailors while they are disconnected from the central Learning Management System (LMS). Provide support to fully disconnected users of downloadable content. Conduct analysis to identify the impact of any proposed enhancement in terms of cost, capability, performance and risk.Essential Job Functions Assists teams in moderately complex formulating knowledge sharing strategies and processes to design and deploy knowledge management solutions. Assists customers in identifying and resolving moderately complex concerns and tracking knowledge management trends/opportunities to ensure appropriate knowledge strategies are devised. Maintains moderately complex metrics that provide insight into knowledge management effectiveness to ensure consistency. Coordinates with cross-functional teams in the delivery of knowledge management education; ensures employees are informed. Participates in decision making in teams that develop, deploy and sustain the intellectual assets of the organization; ensures procedures are implemented and adhered to. Partners with clients to create the environment, knowledge management process, technology infrastructure, and knowledge management applications necessary for developing knowledge management solutions. Prefer Bachelor's with eight (8) years related experience information technology, training delivery systems, and/or educational environments or twelve (12) years in lieu with H.S. Diploma.Must be familiar with Sea Warrior (or compatible environment), Integrated Learning Environments, and/or Navy Training Systems. Knowledgeable of major operating characteristics of training delivery systems, associated computer equipment, networking, system software and support functions. Knowledgeable of analysis and design techniques to implement training systems and modifications. Knowledgeable of training delivery systems standards, security, and system software.Able to ensure that learning event data is captured, posted, and replicated to Electronic Training Jackets (ETJ). Provide a process for and conduct secure testing and reporting. Conduct field installation and testing with expeditionary forces and in OCONUS areas without network connectivity. Launch and track SCORM Learning Content while disconnected from the Learning Management System and deploy via the web or a local network.Skills: LMS, LCMS, SCORM, Windows O/S, Training Delivery Systems, Delivery Systems Standards, Security, and/or System Software.Travel may be required to supported Navy training sites.Clearance: Possess or be able to obtain and maintain a SECRET Clearance.
