Responsible for analyzing the performance of on-going programs and projects. Assist with the development, implementation, and evaluation of system designs. Relate how programs are performing in regards to cost, budget, schedule, and performance parameters, as well as policy analysis. Support meetings, prepare and review documents, project planning, requirements analysis, monitor vendor performance, as well as correspond with Government agents and other contractors. Ensures that system plans and deliverables are acceptable and in compliance with the vendor's statement of work. Evaluate whether systems, intended for implementation, are likely to achieve their stated objectives and fit into the larger business goals of the client. Assess risks on such systems/programs and develop strategies to minimize their likelihood or impact. Provide other related services as required/dictated from the clients. Essential Job Functions Oversees, plans and designs highly complex business processes and makes recommendations in order to improve and support business activities. Analyzes and documents client's complex business requirements and processes; constructs conceptual data and process models, including data dictionaries and volume estimates to communicate requirements. Performs the function of a lead in creating complex test case scenarios for testing and/or monitoring the testing of business applications to verify that client requirements are incorporated into the system design. Function as a lead and provides input into the development and modification of systems to meet client needs. Coordinates and facilitates meetings with clients on larger accounts to gather and document requirements and explore complex solutions. Coordinates business analyst tasks on information technology projects and provide project team member guidance/support throughout the project life cycle. Provides work guidance and mentoring to less experienced personnel. Participates and provides expertise in technical reviews and inspections to verify the implementation of 'intent of change' through the entire project. Provides time estimates for project related tasks. Creates and maintains the architecture for highly complex business process domains to ensure alignment with the organization's technology priorities. Bachelor's Degree in MIS, Systems Engineering, Computer Science, or a closely related discipline; or may be substituted by a minimum of9 years of relevant equivalent experience. Must have a minimum of 5 years experience working for an IC or DoD Government organization while performing program analytical duties. FBI background experience in the program analytical field is a plus. At a minimum, must have a Top Secret clearance.
