This support includes initial planning of an acquisition through contract award. Develop and review contract and acquisition-related documentation. Assist with executing project procurements as well as the evaluation of proposals. Apply statutes, regulations, policies and procedures applicable to Government contracts as well as support and participate in contract-related negotiations. Monitor current contracts including cost and budget analysis, reviewing contractor performance and technical/legal/scheduling analysis. Responsible for preparing modifications to update current contracts. Assist with the development of and negotiate contracting reviews and awards, including soliciting legal, financial, technical and related information from subject matter experts to complete negotiations with contractors. Integrate (develop as required) proper Request for Proposal (RFP) and contract-specific information with each Statement of Work (SOW) including invoicing, warranties, disputes, indemnities, delays, penalties and shipping/delivery. Ensure approved RFPs and SOWs are placed on designated web sites in timely manner for contractor access. Assist contract award boards as needed. Notify responding contractors of award results. Assist winning contractors with initial paperwork and contract processing. Assist with pre-award duties including developing documentation related to determinations and findings, acquisition plans, justifications and approvalsEssential Job Functions Oversees the contract life cycle for mid-market and large contracts. Reviews and interprets contract terms and conditions to ensure compliance by the company and its client. Provides interpretation, guidance and risk assessment for account management. Acts as expert interface with client and negotiates and resolves contractual and business related issues. Interfaces with legal counsel as necessary. Reviews transactions relative to corporate policy, revenue recognition principles and applicable laws and provides expert opinion. Oversees the preparation of and reviews, negotiates and executes, within authority level, contract amendments, modifications, change orders and new work orders. Performs and manages due diligence in support of new business opportunities and awards. Reviews and prepares proposals for new business opportunities. Manages account specific, major subcontractor agreements. Drafts, reviews, negotiates and manages major subcontract. Interfaces with internal procurement department to ensure client contract provisions have the appropriate work flow and are incorporated into vendor agreements and purchase orders. Works with interdisciplinary teams to ensure contractual requirements are met as determined by established deliverables. Manages the account deliverables matrix. Ensures adherence to those deliverables, communicates milestones and commitments. Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines. Prepares, recommends and oversees development of operating and personnel budgets. Monitors spending for adherence to budget plans, develops and recommends variances. Performs and/or oversees budget analysis. Bachelor's Degree in contracting, business, finance, accounting management or related field, or may be substituted by a minimum of 10 years of relevant experience. Possess a strong contracting administration background with a minimum of 10 years in a Government (preferably a DoD or IC) environment performing as a contract specialist with good knowledge of federal acquisition regulations and policies. FBI background knowledge in contracts administration and procurement procedures is a plus. At a minimum, must have current Top Secret clearance.
