MARMC - SUPPORT SERVICE
Management Consulting, Inc. (MANCON) is seeking a qualified candidate to provide the required level of Information Technology support to the MARMC Command, Norfolk Operations Base.
Provide the MARMC Command with web-based tools and technology to support the mission of the command. Such tools are integrated within the existing Naval Education and Training Center (NETC) knowledge space. They include, but are not limited to, the HPC website, the HPC Knowledge Management Portal, and the NETC Metrics Dashboard. The contract shall provide software design expertise to assist with the continued evolution of the HPC Knowledge Management System.Maintain proper classification, taxonomy, and file structure on all sites. Manage the content select, edit, and validation process -sanitize content to remove confidential and identifiable references (so that content items abide by military privacy policies) and create a reusable template. Observe Copyright regulations and reference information sources as required by law (508 Compliance). Blind names and organizations, such as replacing names with "client" and organizational names with "participant". Collaborates with staff, to bring existing and newly developed material to the web. Monitor and evaluate site traffic. Monitor discussion threads. Manage a content submission process using a style guide and template to ensure that content submissions are standardized. Submit content items into relevant components (chunking information into reusable knowledge objects) instead of submitting multiple content items within one submission Rename file, if necessary, so that the filename is searchable and descriptive of content Use of drop down lists instead of freeform text entry Use of standardized abbreviations, such as US versus U.S.A. Use of common terms and vocabulary Use of a standard file naming convention Tag content object with Dates, Event, Last modification, Publish expiration
Lifecycle Management:Determine information generation and archive processes Check document properties window to ensure that information is relevant, accurate and appropriate Refresh the content in system to remove or update inaccurate and outdated content regularly (a content review should be conducted when triggered by the expiration date so that content is not automatically discarded) Develop and implement new user orientation and portal administration training
Process Manager Responsibilities:Create awareness and credibility for the overall Knowledge Management System Develop and maintain a KM familiarization for new employees Plan, schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of N6 work operations Document and maintain internal N6 processes to support the Management Control Program Update/advise Knowledge Manager of potential impact of new assignments on accomplishments of overall workload, presenting options Develop KM Performance Metrics - measure and assess the KM model implementation and architecture. Perform analysis, develop a predictive model with the support of N7, show potential impact of change, and provide implications for validation of KM model Develop process to maintain online Dashboard to support command reporting based on the Balanced Scorecard Document the processes to capture, share and transfer knowledge Facilitate effective retrieval, capture and recommendation of content that is important to target users and provide support so they and the KMS will succeed Facilitate Communities of Practice (CoP) at the Command level to foster innovation, improve performance and collaboration and disseminates information about the HPC's knowledge sharing program to internal and external audiences Review performance measures monthly to track CoP progress & implementation (CoP, Best Practices, Enterprise Knowledge Portals, and Virtual Teams).
Project management and excellent communication skills required.
