MMIS Project Manager

Job Duties/Responsibilities:   The Project Manager provides complete oversight and managerial direction to facilitate full and complete integration and collaboration on the new Medicaid Information Management System (MMIS) for the State of South Dakota project.  The Project Manager ensures that the operational issues of the Project Management Office (PMO) are managed, focusing on the project interfaces with the PMO Manager, project leaders/technical managers, teams leads, project teams, subcontractors, the State and the State’s project constituents. The Project Manager has overall responsibility for the MMIS project including quality, personnel, profit and loss, deliverables and the client relationship.  The Project Manager serves as the principal point of contact for all project staff and client issues. The Project Manager directs and manages functional and technical managers, team leads and general staff as assigned in the development of project plans, schedules and resources specified in the statement of work, tasks orders, change orders, and benefit/value propositions.  The Project Manager utilizes the Earned Value Management System (EVMS) institutionalized by the Project Management Office for collecting and reporting on measures of progress.  The Project Manager ensures all deliverables are produced accurately and according to State formats and schedules.  The Project Manager prepares and distributes accurate project reports, deliverables and artifacts according to the State-specific format(s) and frequencies. Duties and Responsibilities include, but are not limited to:·  Leads the new MMIS for South Dakota project·  Overall responsibility for project scope, schedule, and cost control·  Consistently monitors project health ·  Approves all resource assignments on the project·  Primary responsibility for resolving issues·  Oversight for disaster recovery activities·  Provides status reporting to the State and CNSI senior management·  Coordinates with CNSI’s VP/HHS Account Manager and Program Office·  Oversight for all subcontractor efforts and project related activities·  Coordinates with the State’s IV&V and PM contractors as required Skills RequiredMANDATORY: ·  Project Management Institute (PMI) certification (PMP or PgMP) is required and a demonstrated mastery of current tools and techniques of project  management; includes a demonstrated knowledge and use of the key knowledge areas and process groups within the PMI Project Management Body of Knowledge (PMBOK)·  Successful performance as a contractor/consultant of major previous experience in conducting project management/program management activities including project planning, management, oversight and checkpoint reviews·  Managing or in a key management position for an MMIS or other large-scale medical claims processing system; and, previous experience with an MMIS or medical claims processing system similar to CNSI’s solution (i.e., eCAMS), or with major components of an operational system·  Large applications/management information systems (MIS) development experience showing a steady growth of success and responsibility·  Previous experience setting up a project management system and utilizing it to manage a large Information Technology and/or MIS development project·  Previous responsibility for developing, maintaining and managing project plans and schedules·  Previous experience managing technical staff and business teams requiring close coordination during system development activities·  Outstanding written, oral and presentation communication skills·  Strong "consultant image", intellectual flexibility, work ethic and interpersonal skills·  Above experience in a state government environment managing human services systems development projects Following skills would be a “PLUS”: ·  Health and Human Services Experience (either in state government or vendor community)·  Medicaid / MMIS experience·  MITA experience·  CMS Certification experience
