The manager, data analytics is responsible for comprehensive analysis of data and information for various UPMCHP products and for the team of business analysts who perform day to day analyses. This position will take a leadership role in the design, development, documentation, and communication of disparate and complex analyses with content specialization in government insurance products. To successfully perform this role, the manager must understand the causes of financial and clinical trends and anomalies as well as the structure and performance of government insurance products. The incumbent will organize and manage information gathered to support, and monitor the performance of the Health Plan's initiatives in accordance with company requirements and customer expectations. The manager, data analytics (Government/Commercial/Technical) provides communication and analytic design and direction to business analysts on a daily basis and provides guidance and assistance as necessary. In addition, the manager will be responsible for designing analytic work using appropriate scientific methodologies. Work includes oversight and direction of work among teams of business analysts and management of work flow. The manager serves as a primary process expert as well as a primary content expert. The incumbent will provide guidance, training, and support to business analysts within the division as needed. The manager, data analytics (Government) must use their knowledge and expert understanding of statistical, financial, clinical, product, client and other information generated by numerous sources to identify opportunities to improve clinical and financial performance. Furthermore, this position requires the ability to accurately design and interpret analytic designs, articulate analysis results to internal and external audiences, assist in implementation of business solutions, and design analytic surveillance programs to track and monitor progress. These functions must be done while also weighing the practical considerations and potential barriers that must be overcome to successfully implement new programs and processes. Qualified candidates must possess an advanced degree in business, mathematics, statistics, health care, management or a related field. Extensive related experience will be considered. A minimum of eight years in financial and/or medical analysis and program management or demonstrated prior ability is required. Experience in health care insurance or health care industry preferred, but those with relevant experience in other industries will be considered. Superior computer skills are required, with expert knowledge in relational databases and graphical spreadsheets. Experience with statistical techniques and proven ability to use appropriate statistical/analytical software is required (such as SAS, STATA, SPSS) as is SQL knowledge. Prior experience leading/ supervising staff and demonstrated superior project management skills are essential. Candidates must demonstrate a high degree of professionalism, enthusiasm and initiative on a daily basis. The ability to work in a fast-paced environment is a must. The incumbent will need to manage multiple tasks and projects, and forge strong interpersonal relationships within the department, with other departments, and with external audiences. Attention to detail is critical to the success of this position, with demonstrated competency in customer orientation and the ability to deal with ambiguity. Demonstrated and proven ability to function in a consultant role with internal and external customers is required as is a high level of social competency and interpersonal and communication skills. Excellent planning, communication, documentation, organizational, analytical, and problem solving abilities are necessary. Advanced mathematical skills are also needed. The ability to generate testable hypotheses and design sound scientific analysis, and the ability to design, interpret, and summarize results of business and clinical analyses in a timely and meaningful way is necessary. Ability to use effective problem solving methods, the ability to re-engineer processes to positively impact productivity in terms of timeliness and accuracy, and the ability to analyze financial & clinical results and to use and incorporate forecasting models in analytic designs is required. The ability to read and synthesize policy and research documents from relevant sources and the ability to be well-informed and conversant with general business and economics is essential.
