Providesleadership awareness of key program development issues, integrated analysis, and recommended courses of action through oral, written, and briefing media. Responsible for program analysis; baseline integration analysis and predictive forecasting; developmental and test scheduling support; identifies element interdependencies by leveraging GMD engagement in the BMDS Integration Synchronization Center (ISC). Current security clearance (Secret) required.Essential Job Functions Conducts highly complex analyses and assessments of the management, research, development, deployment, transportation, safety, security, storage, and training for the stewardship and use of compex system-of-systems. Conducts highly complex system analysis, systems engineering, vulnerability analysis, planning, and program and budget analysis of strategic weapons systems or missile defense systems. Reports findings and makes and implements recommendations to management as appropriate. Develop, evaluate, and access horizontal integration policies and processes involving the Ballistic Missile Defense System (BMDS) Baselines (technical, operations, test, schedule, resource, budget, and acquisition/contracts). Coordinates with high-level governmental offices and agencies to ensure that standards and procedures are current and promote national security. Makes and implements recommendations for policy revisions as necessary.Provides continuous situational awareness updates to the executive leadership team, program manager, and functional leads.Develops highly complex briefings, reports, and short notice position papers, collaborates with broaderproject teams in order to provide national security expertise.Engages the BMDS ISC to integrate baseline, resolve issues, and socialize significant information within the community. Engages the BMDS Baseline Champions to analyze and assess GMD program change impacts to BMDS Baseline variations in cost, schedule and performance. Investigates, analyzes, and reports effects of changes to senior leaders. Assists program managers in the development, maintenance, and application of GMD Integrated Program Baselines, focusing on interdependencies within and external to the program. Researches highly classified information andensures that a high level of security is upheld. Leverages application of the Defense Acquisition University PM tool kit to empower program leadership to better integrate GMD with BMDS.Provides guidance and training for lesser experienced personnel. Serves as an expert resource on missile defense issues. Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in engineering, physics, chemistry, mathematics, or related field preferred Nine or more years of national security experience Experience working with various weapons systems Experience working with U.S. and NATO nuclear weapons infrastructure Experience working with local, state and national security policies and procedures Other Qualifications Current DoD Secret clearance required.5+ years of general experience with the military, civil service, or industry including direct support/close subordinate to executive leaders (general officer, SES, vice-president) Strong interpersonal skills to interact with customers and team members;ability to work with all types of people - superiorsocial, practical and diplomatic skills.Willing to take on range of tasks from direct support of GO/SES leaders to administrative tasks. Strong communication skills to interact with team members and support personnel;outstanding ability to organize large quantities of diverse data into concise and useful information.Strong analytical and problem solving skills for investigating security issues; executive level skills (outstanding ability to review, understand, discern core messages/issues, and distill them for presentation to senior leadership. Leadership skills;ability to identify, analyze, assign, and follow through the completion of both direct and implied action items taken from meetings, conferences, and customer support related work. Proficiency in oral and written communication skills to prepare and present information to executive level managers and to establish and maintain smooth working relationships with individuals and groups at various levels of authority and responsibility both within and outside of the organization.Advanced skills in Microsoft Office Suite:PowerPoint, Word, Excel, and Outlook.Ability to work under pressure in a fast-paced, high stress team environment.Preferred Qualifications: Master's degree in appropriate discipline from an accredited university.
