Ideal candidates have a background setting up networks and servers, and have evolved their skill set to focus on security issues. From a process perspective, ideal candidates will have workedon progams followingstrong change management disciplines andEarned Value program mangement techniques. The specific skill set includes a testing role, serving as a test case author and/or implementor;as an accreditor and contributor in system certification and accreditation projects. Ideal candidates will bring DOD policy implementation experience to this position.Applicants, please note the travel requirement for this position involves international travel, a valid US Passport is required for this position. Travel requirements may be higher from July 2008 to January of 2009. Travel is planned for Norway in July 2008; applicants will be responsible for obtaining/maintaining your passport during the program's duration.Essential Job Functions Assists in generating conceptual, logical, and physical network architectures, documents, testing analyses, test plans, and risk assessments to ensure sound architecture meeting client needs. Assists in leading a team that analyzes, designs, troubleshoots, and implements network architecture in order to best meet client requirements; leverages resources from different teams to ensure that customer needs are met. Assists in troubleshooting the most complex data or voice network and hardware problems; researches and analyzes significant, complex network problems that require evaluation of intangibles, such as downstream effects on client satisfaction; assesses and evaluates current and future systems. Assists in determining methods and procedures to be implemented and used on moderately complex new technologies to enhance performance. Determines approach for customer, based on assessment of customer needs. Researches technological advancements to ensure that voice and data networking solutions are continuously improved, supported, and aligned with industry and company standards. Evaluates cost analyses and vendor comparisons for large scale projects to ensure cost-effective and efficient operations, and measures feasibility of various approaches. Recommends moderately complex investment decisions to management and customers based on results of independent assessment of current and future data or voice network performance, stability, and network management issues. Leads major proposal efforts and creates strategies to win business in new markets or current accounts. Basic Qualifications Bachelor's degree or equivalent combination of education and experience Eight or more years of experience in networks, LAN/WAN or management information systems Experience working with computer systems Experience working with network systems, data or voice Experience working with networking principles, data or voice Experience working with network software and hardware, data or voice Experience working with proprietary software and hardware Other Qualifications Project management skills and experience; working in an earned-value program is preferred. Analytical and creative problem solving skills for design, creation and testing of new databases Skilled in time, priority and task management Interpersonal skills to interact with customers and team members Communication skills to interact with team members and support personnel Good presentation skills Ability to work independently and as part of a team Prior experience conducting C&As is mandatory Prior experience conducting penetration tests is greatly preferred Prior experience writing either very detailed system implementation plans or test cases and test reports is required; a mix of bit is preferred. Successful candidates will possess a mix of the following knowledge, skills, abilities, and attributes: Broad experience with DoD-based (DITSCAP) Certification & Accreditation (C&A), particularly as it relates to conducting security test activities, writing Risk Assessments (RAs), and evaluating security controls (NIST/DIACAP experience is a plus) Experience writing evaluating controls based on NIST SP 800-53, DoD 8500 and identifying risks based NIST SP 800-30 An ability to work well independently with minimal guidance and as part of a team A desire to work in a dynamic, fast-paced environment Excellent client relationship management skills Well-developed oral and written communication skills; An ability to deal with individuals at all levels; Must have a thorough knowledge and understanding of FISMA, OMB A-130, and NIST Special Publications, specifically: 800-30 (Risk Assessment), 800-53 and 800-53a (Security Requirements), and FIPS 199 (Security Categorization).
