Operations Improvement Program Manager

JOB PURPOSE
Provide the Director with best practices programme and project management methodologies, tools, and processes to support the programme and its management so that objectives of ASBU Central Operations (cost, quality, schedule) can be met in the most efficient and effective manner.
Initially this will entail working directly with the product support solution key stakeholders and other functional support teams to define improvement programs based on existing areas of improvement and drive those programs to completion.
Long term activities will require continuous analysis of performance and program development to promote operational improvements across the ASBU Central Operations support teams with the program management of these improvement projects.
KEY RESPONSIBILITIES
1. Deliver the following functions
· Ensure proper risk management is performed at the programme level at the project levels
· Ensure proper change management is performed at the programme level at the project levels
· Ensure proper Quality Assurance management is performed at the programme level at the project levels
· Ensure Programme integration and planning
· Ensure Programme interdependencies are defined and managed
· Ensure that internal and external programme communications are managed, including reports & schedules
· Define and ensure application of proper Programme administration policies and procedures
· Monitor operational performance and develop improvement programmes working with product support solution owners and key stakeholders
· Control Programme finance
· Programme Documentation control
2. Management of the staff
· Define R&R of staff and recruit staff as required in the fulfillment of the office of Operations Improvement Program Management
· Develop staff as required

KNOWLEDGE, EXPERIENCE AND SKILLS
q Education and training:
· College/University degree or equivalent.
· Formal project management training
· Required project management certification (PMI PMP).
q Knowledge and skills:
· Competent in the following Managerial and Behavioural competencies: Innovating – Deciding - Leading - Persuading - Working with People - Values – Adapting - Results – Organizing – Entrepreneurial.
· Competent in Customer, Integration, Scope, Time, Cost, Quality, Human Resources, Communication, Risk, Procurement, Program(s) & Portfolio(s) management.
· Work effectively in a Complex Organization. For SITA employee only: Expert level.
· Competent in MS Office, messaging, on-line purchasing, web-conferencing systems.
· Competent in RPM (IBM Rational Portfolio Manager) or another enterprise project management tool and in MS Project.
· ITIL trained or certified preferred
· ISO 9000 trained or certified preferred
· Six Sigma trained or certified preferred
· CMMR trained or certified preferred
· Fluency in English both written and spoken
q Experience:
· Minimum 7 years in Project Management having managed with a proven PM methodology in one or more medium/large sized projects or having managed PMO in a commercial environment.
· Minimum 10 years in IT solutions provider environment with knowledge of SITA-like products and underlying technologies.
· Good experience of developing and managing a team in an international environment.
