Program Manager - Secret Level Clearance Required
Job Title: Program Manager Job Code: RFCD10071061 Job Description: Responsible for managing the cost, schedule and technical performance requirements of a program through all phases from inception to completion. Directs the preparation of proposals, business plans, proposal work statements and specifications, operating budget and financial terms/conditions of contract. Ensures that all resources such as engineering, manpower, production and facilities are available to support the program. Involved in defining program parameters or guiding internal research and development efforts in assigned field. Works with customers to determine needs, requirements and new business opportunities. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. This person will manage several development programs from the Columbia, Maryland office. The end customer will be DoD or the U.S. government, but Harris may be the prime contractor or a subcontractor on these programs. As a program manager, the employee will be required to manage costs and schedules on their programs. This may involve earned value tracking. Program managers will also be expected to work through contractual issues in a manner that allow Harris to provide solid technical, schedule, and financial performance to the program. In addition, this position will require support for several proposal efforts. The program manager will take the lead role in pulling together costs, and may be the capture manager for key programs. Qualifications: BSEE or BSCS required with a minimum of 10 years related experience. Business Degree desired. A minimum of 5 years of program management experience is required. Experience: The applicant must have a combination of a technical background with experience in program management. The technical background should include experience in hardware and software development. CMM, CMMI, and earned value experience are desirable. The program management background should include management of development programs directly for U.S. Government and/or DoD customers as well as management of programs as a subcontractor to prime contractors for Government customers. This position requires an active secret level security clearance.
