Program Specialist VII (Business Analyst)

GENERAL DESCRIPTIONS

Primary focus is on determining how to leverage enabling technologies to implement changes to business processes, information and valued added procurement experiences for DIR customers.  Responsible for understanding and translating business needs into effective requirements that the rest of the agency can consume, empowers end-users and improves business processes.  Supports structured data-oriented initiatives such as data warehouse implementations and data quality initiatives.  Provides consultative support on internal systems utilized in Supply Chain Management Services.  Works under limited supervision with extensive latitude for the use of initiative, discretion, and independent judgment.

 

PRIMARY JOB DUTIES

(E) Works with specific agency stakeholders in defining business requirements, focusing on what changes to make to the business process

(E) Leads the coordination of data initiatives, ensuring that information captured and maintained across the enterprise meets quality controls, is accurate, timely and is easily accessible and usable to the requestor; ensures that specific information requested by the end-user is relevant to their business requirements

(E) Negotiates agency information architectures to determine how to incorporate relevant information into appropriate business processes at the right time

(E) Leads projects and tasks assigned to team utilizing project management methodologies

(E) Serves as the key IT interface for internal systems used by SCMS staff such as Salesforce.com and Business Objects; includes system administration i.e. general system maintenance, account establishment, and changing user profiles

(E) Works on cross-functional teams populated by agency business and IT resources in an effort to deliver critical data and/or projects to multiple stakeholders

Education:

·         Bachelor’s degree in statistics, math, business, public administration, accounting, finance or a related field

·         MBA preferred

 

Experience & Training:

·         Seven (7) years of experience in sourcing strategy, supply chain management, or related area that provided knowledge of a variety of field’s concepts, practices and procedures

·         Four (4) years experience in market intelligence and/or financial, data and business process analysis

·         Four (4) years experience developing and executing business plans and related analysis

·         Experience in project management

 

Experience & Training Preferred:

·       Experience with eSourcing, eProcurement, and/or eCommerce systems

·        Experience with a top consultancy

·        Experience with private sector IT sourcing or supply chain operations

·        Experience working with State agencies, local governments, universities and K-12 preferred
