VIP is looking for a Project Oversight Consultant for a 1-2 year long project in Sacramento, CA. The Project Oversight Consultant will work with other team members to assist this State agency in monitoring and support activities to ensure that the application as designed, developed and implemented fully meets the prescribed program requirements and that project deliverables meet or exceed the required quality standards.
The Project Oversight Consultant will be responsible for the following:
-Review project deliverables to ensure they meet defined standards as identified in the RFP and subsequent contract.
-Assess Project Office performance against established standards, best practices, plans, policies, and procedures.
-Conduct on-going evaluations of software acquisition, supply, development, maintenance, operation, and supporting process activities and the resulting software products.
-Assure that each software product required by a relevant process or contract provisions exists and has undergone product evaluation, testing, and problem resolutions.
-Execute scheduled and on-going quality assurance activities and tasks. When problems or non-conformance with contract requirements are detected, they shall be documented and serve as input to the Problem Resolution Process. Records of these activities and tasks, their execution, problems, and problem resolution shall be prepared and maintained.
-Create and maintain records of all Quality Assurance activities and tasks required by this SOW and as defined in the Quality Management Plan. All Quality Assurance records will be made available to the Project Office.
-Assure that all plans required by the contract are documented, comply with the contract, are mutually consistent, and are being executed as required.
-Assure that software products and related documentation comply with the contract and adhere to the plans.
-Review products resulting from the software systems engineering verification and validation.
-Assure that delivered software products have fully satisfied their contractual requirements and are acceptable to the Project Office.
-Assure that all products specified in the contract exist, have undergone evaluations in accordance with the plans for conducting quality assurance activities and tasks, and satisfy the acceptance criteria in the contract. 2.3.1 Software Life Cycle Process
-Assure that software life cycle processes employed for the project comply with the contract and adhere to the plans.
Qualifications:
-More than three (3) years experience in providing project oversight/QA for a large integration project of at least $50 million and 2,000 users, using industry standards, such IEEE.
-More than three (3) years experience in risk management, consistent with Project Management Body of Knowledge (PMBOK) risk management standards and principles, for large IT procurement(s) or software development efforts.
-More than three (3) years experience in software design adhering to standards defined in IEEE 12207
-More than three (3) years project management experience in California statewide projects involving county-based implementation of an information technology solution.
-Must meet at least one of the following:
1. Possession of a bachelors or equivalent university degree
2. Certificate in management information systems or computer science
3. PMP Certification and possession of a bachelors or equivalent university degree
Desired:
-More than one (1) year quality assurance and validation experience on a project that achieved formal level 3 certification in the Software Engineering Institute (SEI) Capability Maturity Model for Software Development (CMM-SW) or System Acquisition (CMM-SA).
-More than three (3) years experience with implementing and performing quality assurance on large-scale State of California IT projects.
