Blue Shield of California is currently seeking several experienced Business Intelligence experts to drive the strategy, implementation and development of enterprise wide Business Intelligence capabilities. As one of the company's top business priorities, this initiative has high visibility and strong executive sponsorship. Accountable for the ongoing effectiveness of Blue Shield's business intelligence (BI) oversight model and the alignment of BI with Blue Shield corporate strategy.
Act as evangelist for the strategic, business-oriented evolution of BI, with the objective of institutionalizing BI's strategy, portfolio planning, and governance management capabilities.
Supports business intelligence strategies by directing the development and implementation of governance policies, processes and procedures; ensuring that governance practices are consistent, as well as aligned and integrated with other key operational BI and IT processes.
This position acts as the primary point of contact to plan, direct and coordinate BI project and program execution to ensure successful delivery of critical business intelligence capabilities, within established time frames and budget.
Works with BI, IT, business unit functional leads, program directors, and other stakeholders to ensure strategic and operational BI initiatives are appropriately prioritized, approved and resourced.
Monitors progress of BI initiatives and reports results.
Facilitates operational and senior management dialog, sponsorship, and commitment.
Ensures adherence to data quality/data management principles for data warehouse and key metrics.
May have budgetary responsibility for the BI strategic portfolio and coordinate with other budget controlling interests to insure all costs are planned and accounted for in the budgeting and cost accounting processes.
Assists in business case planning as needed.
Manages and provides input to ad-hoc improvement and planning cycles.
Four years of demonstrated experience working with data warehouse processes and tools preferred.
Ability to operate at a strategic business level in a matrix environment required.
Bachelor's degree and eight to ten years of consulting, business analysis, program/project management experience or equivalent combination of education and experience.
Demonstrated leadership and ability to interact with all levels including senior management and influence decision-making.
Must work independently and have strong communication writing and presentation skills.
Must possess excellent time management and organizational skills and be able to handle multiple high profile projects.
Be able to create and review project proposals or plans and set project objectives.
Manage scope and scope change requests.
Complete cost/benefit analysis and/or Business Cases.
Develop budgets and timelines to support quality initiatives and programs. Plan and direct timelines and budgets.
Monitor projects from initiation through delivery and monitor for continuous improvement.
Identify and develop contingency plans to mitigate and address risks.
Takes responsibility for benefits realization and meeting milestone and budget targets.
Be able to communicate with and influence internal and external stakeholders on project steps and objectives.
Provide input into designing strategies to align BSC user programs with business unit goals and objectives.
