 Subcontracts Administrator Job Code:  HTSC04081068  Job Description: Responsible for the procurement of services subcontracts in support of assigned pursuits and programs, including the management of cost, schedule and performance parameters. File documentation, change management, invoice approvals, dispute resolution and subcontract close-out. Provide subcontract status to management. In accordance with company policy and procedures, select methods, techniques and evaluation criteria for achieving goals and objectives. Perform Procurement Compliance reviews and participate in internal audits. This position will be predominantly independent; work should be performed within set boundaries with little to no direct supervision. Considerable judgment will be required to resolve subcontractor issues.  Qualifications: Bachelor’s degree with a minimum of 10 years relevant professional experience is required (8 years with a Master's degree); or commensurate education and experience. Excellent written and verbal communications skills. Understanding of Federal Acquisition Regulations and ability to apply them to a variety of contact types and situations. Experienced in drafting RFPs and evaluation criteria, conducting Source Evaluations, negotiating subcontracts and managing subcontractor performance.  Experience: Demonstrated ability to manage moderately complex to complex development subcontracts, modified NDI and follow-on subcontracts.
