The Composite Health Care System (CHCS) is a totally integrated patient database that contains 10 large-scale applications consisting of Patient Administration, Managed Care, Patient Appointment and Scheduling, Laboratory, Pharmacy, Radiology, Medical Services Accounting, Dietetics, Clinical and Facility Quality Assurance. This integrated system is unique to the Department of Defense (DOD) and is utilized by over 6000 military health care professionals. Utilizing Transport Control Protocol/Internet Protocol (TCP/IP), the CHCS platform shares, receives, and processes clinical data with over 100 host servers and existing mainframe systems within the military medical computing environment.
As system specialist, will be required to interface on a daily basis with the customer and may be responsible for technical communication with management and other sites. Will communicate with external SAIC and customer resources for planned site activities and implementation actions. Will need to ensure the following activities are done per contract requirements: Administer routine backups to maintain data integrity; assist in the planning, coordination and participation in major system events. Provide support to the Composite Health Care Systems (CHCS) and AHLTA (formerly known as CHCS II), and other MHS Clinical Information Technology systems-deployed hardware and software. Perform downtime/incident notification to meet contract-required metrics. Manage GIS parameters, background processes, and transactions. Manage installation and maintenance of hardware and software on a daily basis. Support daily operations of system at the customer site to ensure system availability. Load new software releases and maintenance updates. Process and track trouble calls and performance reports and may maintain the inventory system. Perform system security, system analysis, integration and support of new interfaces/product and provide administrative oversight of existing interface activities associated with normal operations and management. Assist in troubleshooting LAN/WAN network communications operations, hardware and application software. Provide in-service training to customer site personnel. Respond to equipment repair requirements. Must be required to be on-call and available to work during nights and weekends.
Required Skills:
Working knowledge/experience in computer systems including PCs and peripheral equipment, network operations, equipment installation and maintenance, and/or general troubleshooting. CHCS and AHLTA experience and working knowledge of clinical functionalities. If no CHCS or AHLTA experience, must have a strong IT background. Familiarity with database administration and information retrieval techniques. Demonstrated hands-on knowledge of Windows 2000 / 2003/XP Professional operating systems. This position requires considerable logic, knowledge, and ability to understand or quickly learn CHCS/AHLTA modules in order to determine reasons for systemic events.
Desired Skills:
Knowledge and experience working with and supporting OpenVMS, and DSM. The ability to troubleshoot computer hardware and interface problems and coordinate with various computer vendors for problem resolution. Experience working with Fileman Adhoc and other MHS systems is a plus. An in-depth understanding of HL7 traffic and GIS interfaces is desired. Familiarity with MTF environment a plus.
Principal Duties and Responsibilities
Responsible for highly complex technical projects. Supports large-scale database management systems. Acts as a Lead in performing systems analysis of computer, communications, and network systems. Oversees the overall installation of computer operating systems, network, application software, and computer/network hardware. Has ability to adapt to new situations and environments. Provides hot-line support to customers and possesses troubleshooting skills and knowledge of the Windows environment and OS. Oversees the overall integration of all systems peripherals so that they can operate correctly within a predefined environment. Develops, analyzes and supports technical documentation detailing the installation procedures. Coordinates the resolution of production-related problems. Other responsibilities as defined by the CIO to accomplish mission. Works independently.
Job Specifications
Bachelor's degree or equivalent and nine (9) years of general experience as it relates to principal duties and responsibilities. Six (6) years of general experience as it relates to principal responsibilities and duties is equivalent to a Bachelor's degree. With a Master's degree, seven (7) years of general experience as it relates to principal duties and responsibilities is required. Knowledge of Composite Health Care System (CHCS) is required.
