Systems Integration and Test Engineer Job Code: GCSD12071073 Harris Corporation is serving as the systems integrator and provides overall program management for the U.S. Census Bureau's 5-year $600 million dollar Field Data Collection Automation (FDCA) program. This critical program for the 2010 Census includes the design, development, testing and deployment of advanced, automated systems that will deliver near real-time data using an architecture with multiple and overlapping security features, including fingerprint authentication, password authentication, role-based access, automatic data encryption, firewalls, and virus protection Job Description: Responsible for performing system level integration and test (I&T) of all components associated with the US Census Bureau’s Field Data Collection Activity (FDCA) enterprise, including Data Processing Centers (DPCs), Network Operations Centers (NOC), Security Operation Centers (SOC), Help Desk, Asset Management, Voice over Internet Protocol (VoIP), Communications (Internal & External), Mobile and Office Computing Elements (MCE & OCE) & associated Data Based Infrastructure, and External Interfaces. Develops, documents, and executes design specifications, analyses, trade studies, transition plans, installation plans, interface control documents, and related information. Establishes I&T technical direction and transition strategy for the implementation of individual build increments and ultimately ensuring the FDCA enterprise is ready for 2010 Decennial Census operations. Provides visionary guidance on the development and planning of system test approaches that address the overall FDCA Decennial Enterprise including encompassing the Enterprise for each Dress Rehearsal phase. Ensures plans address all test phases, including functional, software, product integration, performance, external interface, non-nominal, scalability, security, and day-in-the-life elements. Manages a team and provides clear direction and guidance, as well as, develops and monitors a detailed schedule for team members. Serves as the ISP IPT System I&T Lead and tailors FDCA processes to reflect the I&T requirements. Plans, organizes and participates in meetings and activities with government representatives, related program contractor teams, and other representatives. Tracks process improvement changes, identifies financial impacts of changes. Trains less qualified team members and briefs customer and team members on results. Qualifications: Bachelors degree in a system or software engineering related field and a minimum of 5 years experience. Experienced in managing and leading the development of large scale, distributed software systems, and skill in customer relations, team leadership, program planning and execution, as well as financial planning and management Experience: Strong analytical and problem solving ability. Must exhibit exceptional ingenuity and resourcefulness applying and developing highly advanced concepts and strategies. Excellent oral and written communication and presentation skills, as well as, knowledge of Microsoft Office (Word, Excel, Access, PowerPoint, Project). Experience is managing other Test personnel on a large, multidiscipline, integrated system.
