Description:
3H Technology has an immediate need for a Project Manager for the Software Development department. This candidate will be working primarily at the Reston headquarters with some travel to the government client sites in DC.
The Project Manager candidate shall:
- REQUIRED: 5+ years of government contracting and procurement process experience.
- REQUIRED: Experience with Oracle Portal products (Oracle 9i and 10g).
- REQUIRED: Serves as primary client contact for managing multiple task and project assignments
- REQUIRED: Possesses outstanding leadership and technical capabilities, as well as experience in government contracting
- REQUIRED: Have 5 or more years of experience with the interpretation and application of current federal government systems complex IT solution contracts
- REQUIRED: Possess detailed knowledge of large scale projects for government agencies, and contractors. Fully understand project objectives, deliverables, expectations, and constraints.
- REQUIRED: Minimum 5+years of progressively responsible related technical experience, including multiple years developing large, technically complex systems.
- Possess excellent communication, relationship management, team building, negotiation and leadership skills
- Provides project management leadership across the design, development and rollout of various initiatives
- Directly responsible for contract and financial management of projects> 5M in size
- Be cleared or clearable
- Possess detailed knowledge of large scale projects for government agencies, and contractors. Fully understand project objectives, deliverables, expectations, and constraints.
- Be capable of interfacing with multiple parts of client organizations
- Have excellent oral and written communications skills
- Have superior planning, organization, analytical, and decision-making skills
- Have experience managing the project scope, budget, schedule, and profitability
- Have a history of securing and performing profitable work
- Have experience in Earned Value Management concepts, methodologies, and systems. Have the ability to maintain existing contracting work as well as identify and pursue opportunities to grow the business
- Understand, explain, and utilize appropriate standards and methodologies. CMMI experience is bonus.
- Experience in applying system development lifecycle principles and methodologies
- Ability to adapt and thrive in medium size company environment
- Knowledge of SOA, Federal Enterprise Architecture (FEA) and Section 508 are desirable.
Job Description:
This position will oversee and coordinate the operations aspects of a large government contract. This position:
- Must be a high-energy and focused project manager who is comfortable working in a fast-paced, small company environment. Strong communication skills required.
- Demonstrated ability to translate vision into executable projects that are successfully delivered.
- Assesses issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives
- Develops mechanisms and action plans for monitoring progress, quality control, intervention, and problem solving
- Integrates all functions and activities necessary to perform the project/program to meet customer requirements and expectations
- Directs personnel, manages cost and schedules, ensures contract compliance, and serves as the primary customer interface
- Monitors projects to ensure scope of work, schedule, and budgets are well defined and maintained
- Identifies variables in determining contract complexity include technology used, schedule requirement, cost, contract complexity, risk, number and complexity of subcontractors, and customer complexity
- Estimates fees, determines scopes-of-work, leads and prepares proposals and contracts on large or multiple projects
- Actively manages client's budgets, schedules and programs, and proactively initiates project communications and documentation
Be adept at using multi-faceted business software applications to include the entire MS Office suite of products and Rational software
