Telecommunications EngineerBethesda, MDDirect HireThe Telecommunications Engineer is responsible for the design, delivery and support management of advanced Telcommunication Services (which include VOIP) on a National scale. As a member of the IT Systems Engineering Department, this position will lead all aspects of our clients Telecom functions. In this position, the position holder will manage a total of 11 telecom systems, MAC work and contractors (indirect) employees. Additionally, with 11 locations throughout the nation, they will set the vision and strategy for Telecom enterprise wide. This position will be responsible for implementation strategy and day-to-day management oversight of existing sites. Working with supply chain organization, they will be responsible for vendor and partner relationships with respect to voice / telecom initiatives within the company.SPECIFIC JOB DUITES and RESPONSIBILITIES: Provides telecommunications design, performance engineering and architectural deployment management for medium scale voice solutions. Performs technical deployment leadership, solution audits, analysis and diagnosis of complex voice and networking solutions. Works with providers to resolve complex problems and compatibility issues. Generates and documents reusable intellectual capital in the form of standard customer deployment architectures. Assists business unit owners with advanced service requests and related IPT network management applications. Provides backup and tier 3 technical support services. Telecommunication vendor and carrier contract negotiation and management. Disaster recovery and business continuity planning and design. Leverage and generate applicable technical "best practices" design guides. Assist with maintaining paging systems and music on hold functions at facilities; Performs cross connects, punch downs and other appropriate hard wire tasks to configure components, and other communications equipment; Keeps accurate records of work performed; Manages phone inventory and assignments of firm equipment; Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Work with other technology staff relating to the Telecomm Networking infrastructure which includes VOIP Partner with key internal customers to ensure use of voice and telephony technologies among employees is optimal and team productivity is at its highest. Evaluate and set strategic direction / vision for how voice technology can be implemented. Oversee / Lead joint projects between IT group and Telecom. Oversee and manage a centralized Telecom budget Participate in Corporate-wide Cost savings initiativesRequired Knowledge, Skills and Abilities:Candidate must be a self motivated individual that is dedicated to exceeding business unit expectations, be willing to contribute to team efforts, and must possess strong interpersonal and presentation skills. Wide range of knowledge on multiple PBX / ACD platforms.Proven expertise integrating, configuring and supporting all the components that make up an IP Voice system solution including the infrastructure, call processing systems, and the client interface components. Vendor management of advanced voice systems installation, configuration, customization and troubleshooting of complex Networking solutions experience required.EDUCATION, EXPERIENCE AND QUALIFICATIONS: BS or MS degree in Computer Science, Business or MIS discipline or equivalent with 8-10+ years of work experience (TDM / VOIP voice communications). Proven leadership, communication (verbal and written), and customer service skills that enable success. Demonstrated history of delivering best-in-class Telecom solutions that provide quality and value. Strong experience in managing Telecom strategy and service delivery in a medium organizational setting and to enterprise (multiple locations) customers. Solid understanding of two switch technologies; Nortel (required), and Cisco. Working knowledge of the Nortel periphery systems; CallPilot, Telephony Manager, SRG. Should have the ability to demonstrate knowledge of networking, IP Routing, familiarity with OSI model, VoIP functionality, End-to-end QOS, and LAN technologies. Solid and proven management experience; must be able to lead and direct the work of others, manage project implementations, oversee daily operations, and communicate proactively with all levels of the organization. Proven budget oversight and management experience in a large organizational setting. Must be able to accommodate a flexible schedule concerning required availability and accessibility. Strong experience in telecommunications contracts, billing, and vendor management. Experience in a large, complex organization or corporate structure environment preferred.
