Several positions in both teams. Supports BMDS level flight test planning and execution. Of primary interest are candidates with proven experience supporting the execution of complex systems test events. Test experience with any of the missile defense elements is of interest as well, though not as critical. Travel and a DoD Secret security clearance are required.Essential Job Functions Supports BMDS level flight test planning and execution. Coordinates with the BMDS Test Team (system and element) and other major stakeholders, to track system objectives, map the system objectives to a campaign of test events, document flight test requirements and report on system objective demonstration. Provides on-site support at test events. Directly supports the execution of MDA flight test events to include roles on console during test execution. Performs highly complex test analysisandassesses system flight test design, identifies issues, and provides recommendations to maintain the credibility/viability of the system. Investigates and resolves operational matters of significance in conjunction with other engineering and technical support to ensure cost effective and efficient resolution of problems. Designs, develops, implements and maintains test processes and diagnostic programs for the most complex system testing. Completes specifications and procedures for all products. Plans and supports executive test and data reviews. Writes test plans for all levels of testing. Maintains records of test progress, documents test results, prepares reports and presents results to as appropriate. Prepares draft Test Directives, Background Papers, and Pre- & Post Test Memorandums for OSD AT&L. Writes white papers, point papers, etc. as directed by the government customer. Provide inputs to periodic meetings and reports. Develops mission checklists and launch constraint criteria. Provides knowledge and understanding of communications systems to include classified network links between BMDS elements. Works with clients to determine systems requirements; writes proposals to recommend process/program and follows through on implementation. Interfaces with MDA staff to coordinate planning, execution, analysis and reporting of test events. Acts as liaison with outside suppliers in establishing or modifying specifications for purchased items. Devises and applies testing procedures for products received from outside vendors. Participates with engineering management in the development, maintenance and refinement of internal quality control and reliability programs. Provides leadership and work guidance to less experienced personnel. Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree in computer science, engineering or related field preferred Seven or more years of complex system of systems testing experience Experience working with computer systems and their uses Experience working with telecommunications systems and their principles Experience working with data transmission protocols such as TCP/IP, etc. Other Qualifications Knowledge and understanding of communications systems to include classified network links between BMDS elements. Experience with executing large complex system or system-of-system test events is required, to include the preparation activities leading up to, and during mission conduct. Experience executing missile flight test events is desired. Experience with writing system test plans and documentation in support of flight test execution activities is required Experience with test ranges (or MRTFB), to include their capabilities and procedures. This should include an understanding of the development and implementation of range requirements documents (UDS). Experience with test conduct on mission consoles (mission director, range coordination officer, flight safety officer, etc.) Strong analytical and problem solving skills Strong time management, priority allocation and task management skills; Strong program management and organizational skills along with the ability to perform multiple concurrent activities. Strong interpersonal skills to interact team members; Also requires an ability to interface directly with the customer and facilitate the solution of problems with a broad number of stakeholders. Strong presentation skills to present test results to individuals and groups; Must be able to present complex materials to management and senior leadership. Leadership skills to oversee, mentor and guide less experienced personnel Requires strong communication skills (written and verbal) with an ability to generate concise briefings as well as developing detailed technical documents.Must understand the principles of staff activities: communication, coordination, timeliness, and teamwork. Must be proficient in Microsoft Office, Outlook, Project/ Scheduling Applications, and Access. Must be highly proficient in MS PowerPoint. Knowledge of the BMD System of Systems concept, BMDS system performance assessment, and test and evaluation methodologies is desired.
