Will support the development of test campaigns to demonstrate performance, capability, and interoperability of the complex BMDS system;coordinate with program components to establish test requirements and venues to demonstrate test objectives in the Integrated Master Test Plan (IMTP); andlead to define overall strategy for testing and integration of the complex system-of-systems. Travel and current DoD Secret clearance required. Essential Job Functions Serve as member of the MDA Combined Test Force (CTF) Test Planning and Design Division with responsibility to support ongoing BMDS test planning activities, to expand the defense of the homeland against future limited long range ballistic missiles. Coordinate with MDA System Engineering, the Operational Test Agencies, Joint Analysis Team(s), and BMDS elements.Assist with the development, staffing, and updating of the DTCP products, such as the IMTP, campaign plans, and the strategic plan for testing, internal documents and action items. Assist in the defining of test objectives, test management, test methodology and test resource requirements (including identification of long-lead items). Track and record changes of evolving requirements.Candidates will be tasked to use their expertise to respond to issues and inquiries on a rapid response basis. Performs highly complex testing and analyzesof complex systems development including integration, systems testing, interoperability testing, field test plans and customer acceptance plans to maintain the credibility/viability of the system. Investigates and resolves highly complex operational and integration matters of significance in conjunction with other engineering and technical support to ensure cost effective and efficient resolution of problems. Provides technical expertise and guidance in the design, development, implementation, integration and maintenance of test processes and diagnostic programs for complex system testing. Consults with clients on this highly complex system-of-systems; determines systems requirements; recommends processes and/or programs, coordinates project team and follows through on implementation. Reviews cost analyses and vendor product comparisons to ensure cost effective and efficient operations. Recommends significant product investment(s) to management. Acts as liaison with outside suppliers in establishing or modifying specifications for purchased items. Provides complex technical expertise to engineering management in the development, maintenance and refinement of internal quality control and reliability programs. Reviews literature, patents and current practices to support business requirements and/or new industry technology. Prepares reports and/or recommendations regarding new technology to senior management. Provides leadership and work guidance to less experienced personnel. Basic Qualifications Bachelor's degree or equivalent combination of education and experience Bachelor's degree inengineering,physics or mathematicsor related field preferred Nine or more years ofcomplex system testing experience Experience working with computer systems and their uses Other Qualifications Fifteenyears experience in one or more of the following areas: Major Acquisition T&E, System Engineering, GMD or Sensors offices, or THAAD, Aegis BMD, Patriot, or Arrow Program, including the following: development of multi-year test campaign plans and documentation, preferably missile defense-related plans (to include, GBI, Sensors, or BMC3 systems) knowledge of DoD major acquisition programs and processes, analysis and testing of DoD systems. evaluating processes, identifying issues, and recommending best practices associated with test, integration, and/or test resources. allocating test objectives and requirements to support multi-year campaign-level test planning and design activities. evaluating risks and lessons learned for test, integration and fielding activities Strong analytical and problem solving skills Must understand the principles of government/military staff activities and team work. Strong time management, priority allocation and task management skills Strong interpersonal skills to interact with customers and team members. Requires an ability to interface directly with the customer and facilitate the solution of problems with a broad number of stakeholders. Strong presentation skills to present test results to individuals and groups. Must be able to consolidate a variety of complex technical data, and distill it into concise information useful to senior executive leadership. Good leadership skills to guide and mentor the work of less experienced personnel Strong oral and written communication skills, with an ability to generate and present concise briefings as well as detailed reports.
