Position Description Manage the site's outsourcing and resource management process so that it delivers quality resources effectively from a cost, capacity/scale and quality perspective Forecast demand and ensure necessary capacity is available Support the worldwide resource management team in identifying resource needs and introducing to the site new outsourcing models to help reduce costs, ensure capacity drive consolidated quality programs and ensure continuous quality at source deliverables from suppliers Develop resource vendor base for specific language pairs and/or non-language services Responsibilities Allocate suitable external resources for the site from a cost, quality and capacity perspective Control, report and analyze the overall outsourcing activity for the site Support outsourcing costs control by effective resource allocation, local resource negotiations and driving operations to adopt new agreed models Drive the implementation of purchasing systems/procedures (eProcurement), and work with Finance to propose better processes when possible Work with PMs to identify discount opportunities and ensure best pricing from resources is achieved Influence operations teams to ensure the site uses best outsourcing models Carry out regular training of the business units/PMs to ensure they understand and follow the procedures around vendor management & outsourcing Obtain forecasts from Project Managers to optimize resource capacity planning. Identify resource needs (capacity and cost wise) and work with Vendor Management group to develop the vendor base as per site needs. Provide resource solution for project planning Be the escalation point for the site for external resource related problems Follow up on reported poor quality from external resources, and ensure appropriate Vendor Corrective Actions are issued to resources and closed by project teams. Monitor rework and ensure appropriate charge-backs are applied to poor performance resources Escalate resource quality problems to Vendor Managers (language owners) as appropriate Follow up on reported poor quality to external resources (i.e. quality of localization kits, project instructions, etc.) and work with Language Managers to ensure that project managers/business unit managers are adhering to related processes. Participate on Americas Vendor Management group forums, being part of the overall vendor management team. Acting as site representative, continually update and educate local operations on worldwide vendor management activities Develop vendor base by recruiting and qualifying new resources Maintain vendor database with up-to-date information Negotiate rates and contracts with new vendors Manage the relationship with vendors Monitor vendor usage, rate and performance trend and propose solutions Performance measuring criteria Quality resources as required to meet site needs Reduction of overall rework and quality fails for the site Analysis of the monthly outsourcing reports to capture site outsourcing activity, any price reductions, quality reports etc A project management group educated to and following outsourcing procedures Forecast information that is useful for planning processes Procedures being adhered to and new procedures generated as required Identifying and qualifying resources for both on-site and off-site work Best prices and acceptable linguistic quality levels from resources Up-to-date vendor base of the assigned language pairs and non-language services Sufficient vendor capacity for the current business demand plus new forecasted business opportunitiesRequirements At least 2 years of experience in the localization field, in positions of Project Manager, Resource Management or Senior Language Lead. Excellent communication skills; able to confidently communicate at many levels with ability to negotiate and get best deals Strong negotiation skills Strong problem-solving skills Team player Self-starter Detail-oriented, yet able to keep an eye on the big picture, site-specific and global Lionbridge Excellent organizational skills Excellent English skills, both oral and written. Fluency in at least one more language is a plus.
