(2) Cold Fusion Programmers

OVERVIEW

The IT Section of the West Virginia Consolidated Public Retirement Board (CPRB) is soliciting resumes from experienced Cold Fusion programmers. There will be two positions availabe. The two programmers will be involved with phased development and enhancements to the CPRB website and the CPRB Contribution System.  This contract is expected to last near or fully twenty-four (24) months.   

 

 

CONTRACTOR #1

Contractor #1 will be required to redesign, modify, and/or add to the CPRB website and the Contribution System.  This will be a concept-to-completion production. 

 

The existing Web Contribution System was created, designed, modified, published, and maintained by the staff at the WV Office of Technology.  This proposal is made for the purpose of creating a fully functional system that will further meet the needs of the employers and the staff of the CPRB. 

 

The CPRB Web Contribution System was created to accept contributions from the agencies on behalf of its employees via a web based application.  The first phase included Public Employees Non-State agencies, the State Bar, and the WVSSAC.  The second phase was to include Teachers, Deputy Sheriffs, Public Employees State agencies, and Emergency Medical Services.  This phase has never commenced.  There is design documentation, however, analysis and design will be necessary as several years have passed and newer technology is an interest.

CONTRACTOR #2

Contractor # 2 will be required to redesign, modify, and/or add to the WV CPRB website.  This project will be broken down into two parts:  Administration Enhancements List and Accounting Enhancements List.

 CANDIDATE REQUIREMENTS

1) Years of experience as a programmer

    Minimum of five (5) years of programming experience

 

2) Years of experience as a Cold Fusion programmer

  Minimum of three (3) years of Cold Fusion programming experience

 

3) Specific work experience

  Using HTML to create static web page

  Using Cold Fusion to create dynamic web sites

  Form validation using JavaScript

  Graphics design experience preferred

  Analysis and design at module and system level

  Screen layout and design

  Security design, implementation, and maintenance (utilizing profiles and groups)

 

4) Educational requirements

Minimum Bachelor of Science degree from an accredited college or university (Degree in MIS or Computer Science preferred)

 

5) Required Technical skills

Extensive knowledge of Cold Fusion version MX or 6.1

Extensive knowledge of HTML

Extensive knowledge of JavaScript

Extensive knowledge of Cascading Style Sheets

Familiarity with SQL (not SQL server)

Familiarity with Fusebox 3+ preferred

Experience in developing/implementing security for web based applications, such as SSL

 

6) Required "Soft" skills (communication, analysis and team skills)

* Must possess strong written and verbal communication skills

* Must have the ability to translate complex technical information into easily understandable language/documentation

* Must have the ability to work in a team environment (This position requires the
programmer to work closely with staff programmers, system analysts, and data base administrators in order to design and develop the most efficient web site and application possible for the organization)

* Must be willing to accept a variety of assignments (from analysis to maintenance) with equal enthusiasm

* Must be able to work independently or with minimal guidance

* Must be willing work with CPRB staff for knowledge transfer as they will be maintaining the system after the work period is exhausted

 

 

7) Duties and Assignment

Duties will include all aspects associated with program development, maintenance and support, including coding and testing; and, if necessary, analysis and design.  Contractor will be expected to attend user and staff meetings as needed or required.
