Data Conversion Manager

Duties/Responsibilities:  The Data Conversion Manager has lead responsibility for data conversion activities in order to meet claims processing and data repository needs for development of a Medicaid Management Information System (MMIS). Historical data from the current, legacy MMIS systems must be transformed, tested, scrubbed and loaded into the new MMIS to support continuous, uninterrupted claims processing and other system functionality.  The Data Conversion Manager works directly with the Implementation Manager, Team Leads, Conversion Programmers, ETL specialists and the System Architect to deliver legacy data conversion solutions according to the project plan and schedule.  The position requires extensive experience, both hands on and management, migrating historical transaction data from a legacy source (i.e., mainframe). The Data Conversion Manager will be responsible for coordinating conversion team resources and supports the system development and implementation teams in meeting conversion timelines and requirements.  The Data Conversion Manager interacts directly with the customer and project management team to detect and correct issues as early in the conversion cycle as possible and ensures effective monitoring and traceability between data conversion activities and system development requirements.  The Data Conversion Manager is responsible for development and successful execution of the Data Conversion and Data Conversion Test Plans. · Develops and successfully implements the Data Conversion process:o  Source Identificationo  Conversion Analysiso  Data Clean-upo  Conversion Mapping and Ruleso  Conversion Executiono  Conversion Validation· Establishes requirements for data conversion· Develops pseudo-code for data conversion processes· Identifies sources of data and affirms database/data repository “targets”· Performs data mapping from the legacy systems to the new MMIS· Oversees the development and testing of data conversion software· Establishes validation metrics to monitor the success of the data conversion effortSkills Required: · BS/BA in Computer Science/MIS or related field of study· Minimum of 8—10 years of experience in information technology with a focus on database design/development, systems architecture  and data analysis/data mapping· Experience as Data Conversion Manager on large scale projects with a minimum ofthree (3) years in the conversion of large-scale health data and a minimum of one (1) year in a management / supervisory capacity· Demonstrated experience with the following:o  OLTPo  Oracle Servero  ETL tools and processing· Excellent written and oral communication skills to efficiently translate customer requirements into actionable data conversion tasksPreferred: · Health and Human Services Experience (either in state government or vendor community)· Medicaid / MMIS experience· MITA experience· CMS Certification experience
