Job Description:  Successful candidate will be a skilled lead developer that can lead the development of key components of an integrated tax system for state agencies. The integrated tax system is a major back office system that will streamline operations at tax agencies. The integrated tax system will be n-tier, web-based solution built on the .NET platform. 75% of your time will be spent on development activities (architecture, coding and supporting the development team). The remaining 25% of your time will consist of project reporting, administrative and supervisory responsibilities (Status reports, process improvements, planning and team supervision).

Other responsibilities include:
 Provide guidance to:

● Junior developers on application frameworks, development techniques, etc.
● Design and develop key components
● Apply experience to refine application frameworks such that they streamline development and allow the solution to be more maintainable and extendable



Requirements:

● 10+ years of overall IT/software development experience with demonstrated progressive growth in a variety of system engineering/software architecture tasks including design, development, implementation, and

integration of large-scale, enterprise systems of a highly complex nature.
● 4+ years experience with .NET 2.0 or 3.0 platform including ASP.NET, C# and related tools such as NUnit and CruiseControl  Solid understanding of Application Blocks and other reusable libraries and components.

● Proficiency with at least one additional language/architecture (Preferably JAVA –J2EE)

● Strong background with relational database design and SQL Server 2000 or 2005
● Strong background object oriented analysis and design.
● Experience with SOA, ESB, Web Services, WSDL, XML
● Experience creating SDLC artifacts using UML 2.x
● Experience with standard development processes such as RUP, agile development, test driven approach to

  development.

● 2 years experience as a Technical Lead/Team Lead (for 5+ developers)
● Outstanding verbal, written, and presentation skills; Ability to present to and interact with executive

  management.
● Excellent conceptual, problem solving, and analytical skills.
● Ability to take ownership and manage multiple tasks and competing priorities
● Strong conflict resolution and negotiation skills.
● Strong client relationship skills.
● BS or MS in Computer Science or related field.
● Immediate authorization to work in the US.

PREFERRED EXPERIENCE, SKILLS & COMPETENCIES:
● Experience implementing large scale systems with state and/or federal governments.
● Experience with Financial systems.
● Experience with Business Rules Engines software.
● Experience with Infragistics 3rd party controls
● Experience with Borland or RUP SDLC tools
● Experience with JAVA/UNIX (J2EE/Websphere or Eclipse

● Experience with Oracle or other RDMS

●Prior Client/Server experience (Thick Client)
