Description:
InfoReliance is currently seeking a Senior Project Manager to assist the CIO for a large federal agency that has established an IT Project Management Office (PMO) within their IT Directorate. This new PMO will be responsible for the integration and management of all information technology (IT) projects within the IT Directorate. The PMO will apply a customized project management methodology based on organizational needs as well as best practices and concepts, and incorporate automated tools, structured methodologies and processes for the management of IT project integration, scope, time, cost, quality, human resources, communications, risk and procurement.
The managed PMO projects will include all short and long term IT infrastructure support projects and all other projects in the IT Directorate that have milestones and deliverables to be monitored and completed.
Requirements:
Must be a US Citizen
1. Specific Project Management skills, including:
· Demonstrated organizational awareness of different organization structures, with the ability to communicate with a wide range of stakeholders including senior IT executives, and IT team members
· Proven success as a project manager for large, complex, multidimensional projects involving processes, methodologies and tools such as CMMI and PMBOK
· Expertise in working within matrixed project teams, and leveraging resources across the organization to complete project deliverables
· Experience with development and maintenance of an integrated master project schedule to support project execution, monitoring, and control
2. Industry-specific skills, including:
· Demonstrated expertise [not just experience] and knowledge utilizing [e.g. implemented and used more than once] Microsoft Office Enterprise Project Management (EPM) software suite
a. The PM will not need to INSTALL and configure the EPM software suite, but will need to have the project management skills to know how to direct the efforts of the client’s employees who DO know how to use the EPM software suite
b. The PM does NOT need to have a PMP, but instead needs to have the “been-there, done-that” skills that can be proven, rather than just having a piece of paper to indicate they are “certified”
3. Core consulting skills, including:
· Strong interpersonal, communication, mentoring, cross-organizational team-building skills, presentation skills, and writing skills
· Experience working directly with customers, including producing technical documentation and conducting technical presentations
· Proven ability to work in a team environment and provide technical team mentorship
· Strong time management and organizational skills
Nice To Have Skills:
. Project management and/or using EPM within the Federal Government sector
· Strong familiarity with SharePoint 2007 – not as a SharePoint developer, but experience in managing a portal implementation, i.e. developing requirements, and directing the efforts of the client’s employees who are implementing a SharePoint dashboard for the customers’ IT projects
· Help develop requirements for and implement a transparent intranet SharePoint fully accessible dashboard of all IT Projects
The anticipated periodic (daily, weekly, monthly) functions of this position include, but are not limited to, the following:
- Daily/Weekly
· Effectively initiate, plan, manage and control, execute and close out IT projects
· Apply project management industry standards, best practices and concepts
· Lead, mentor, and provide knowledge transfer to a team of project managers and project analysts
· Work with the Customer Relationship Managers to determine and monitor metrics for Service Level Agreements (SLAs) and project commitments
· Participate in weekly status review meetings with the Associate CIO on all projects and programs, as well as prepare period project status reports as directed
· Provide weekly status reports and updates to the Associate CIO on all projects and programs
· Develop and implement risk management and resource management plans, which includes the entering and maintenance of all OCIO resources into the project management tools
· Allocate project resources according to the priorities set by the CIO
· Provide change management and impact analysis of new mandates and new programs on current project schedules and resources
· Provide risk mitigation to any issues that result due changes within the impact analysis
· Meet with the lead Customer Relationship Manager to assure customer needs and requirements are being met in the projects and that SLAs are converted appropriately into monitored project metrics
· Work across the entire IT Directorate, Center, and Agency to assure that all projects are executed with the most effective approaches and most efficient planning
· Design and implement the Microsoft Office Enterprise Project Management (EPM) Software Suite
· Provide training and knowledge transfer to project managers and project analysts on the effective utilization of the Microsoft EPM Software Suite
- Monthly
· Conduct monthly In Process Review (IPR) project status meeting with the customer to identify progress made in previous period, upcoming activities or deliverables planned, funding progress, schedule updates, and project risks or issues
The reporting relationships for this position are as follows:
· Direct report to InfoReliance Client Program Manager
· Direct support to client’s CIO and Associate CIO at the site
· Matrixed working relationship with client’s IT project managers located throughout the site’s organization and potentially with other IT Project Managers within client as a whole
