We are currently seeking a Proposal Writer with the following background and experience:
Requirements:
· Must have a Bachelors Degree, preferably in Business, Marketing, Communications, English or a technical discipline.
· Possesses thorough knowledge of the principles and practices of Federal proposal development, eg., Shipley methodology; including technical research, writing and editing.
· Possesses thorough understanding of the Federal Government procurement process including RFIs, RFPs, SBIRs, etc.
· At least five years of related experience and five years of Federal Government proposal writing and original technical writing experience. Understanding of contract management and related financial matters-contract types, bill rates, etc.Excellent analytical skills with the ability to solve business issues and build winning solutions.
· Experience working in a collaborative environment; ability to work well under tight deadlines and effectively interact with a wide range of personnel, from executive to administrative staff.
· Demonstrated talent for writing about complex technology issues for both technical and non-technical audiences.Experience generating proposals for Systems Integration and Software Development efforts highly desired.
· Excellent project and time management skills—can work independently and self-manage (e.g., set workload priorities), develop plans and schedules, coordinate multiple projects, and adapt to frequently shifting priorities.
· Highly Proficient with the Microsoft suite—can produce text, spreadsheets, and graphics using Word, Excel, PowerPoint, and Project.

The successful candidate will be quick-thinking strategist with excellent process and project management skills, a highly professional demeanor and the ability to collaborate closely and effectively with subject matter experts, senior staff and other team members while contributing to large, complex proposals and managing less complex proposals.
Primary Responsibilities: Work with the Proposal Manager to produce complete, responsive proposals in response to complex Federal solicitations utilizing the principles and practices of Federal proposal development, i.e., Shipley methodology.
o Contribute to the bid analysis and decision process including competition profiles, procurement history, and acquisition researchAnalyze proposal requirements and business issues, working with business development and subject matter experts to derive methodologies and to develop outlines, win themes, and strategies.
o Write (original text) sections of the proposal.
o Edit, standardize, or make changes to material prepared by other staff members.
o As required, conduct kick-off meetings, lead teams through the writing process, oversee proposal reviews, obtain corporate sign-off, and follow through on compliant/timely proposal submission Manage the entire process to produce complete, responsive proposals in response to less complex Federal solicitations, i.e., RFI, Sources Sought, RFQ, Task Orders SBIR, etc.
o Write (original text) sections of the proposal.Review all proposal submissions for completeness and compliance with the solicitation and provide re-write/edits as necessary Responsible for compiling all elements of the response in accordance with specifications from functional departments and coordinating the generation of pricing.Assist Senior Staff with sales proposals and presentations where necessary.
This position is based out of Reston, Virginia.
