Overview:A Quality Assurance Analyst is a person who performs test case development, defect tracking, test coordination, test installation/execution of applications and layered products in a complex Enterprise server-client Microsoft Windows environment.The Level III Quality Assurance Analyst is a position requiring from 10+ years of demonstrated QA experience in writing test cases, test database creation/sanitizing, problem tracking/resolution and maintaining defect logs among other applied skills and knowledge. This position will initially support the Customer Billing and Contracts (CBC) System Project. This project will implement a COTS package. The Quality Assurance Analyst is a supplemental labor position and the candidate is not an employee of BPA or of the United States Government. The candidate is subject to all federal laws, contract requirements, security policies and procedures while performing his or her work on site at BPA. The candidate will not have any supervisory authority over federal employees.The Quality Assurance Analyst must possess the skills required to perform the work assigned (i.e., the “know-how” when reporting to work). Bonneville Power Administration (BPA) is not responsible for training or directing the candidate on how to perform the work, and the candidate is responsible for delivering the “know-how” within the workplace requirements, policies, rules, regulations, federal law and the timeline requested.For security purposes, the Analyst may not bring his or her personal computer on site at BPA. In addition, he or she may not bring on site and transfer to any flash memory device or any other media any BPA data, files, or images. Privileged AccessThe Quality Assurance Analyst contractor employee’s work may require privileged access to BPA Information Technology (IT) networked or desktop systems. Such access contains data and information that may contain all or at least one of the following: For Official Use Only, Critical Infrastructure Information, Privacy Act, Personally Identifiable Information (PII), and/or sensitive unclassified information (SUI). The following conditions apply for contractor employees who require and are granted privileged access to BPA IT systems, and the contractor employee, as the user, acknowledges the following:1. Contractor employee will conform to all BP IT cyber security requirements and policies regarding privileged access with special emphasis on the Cyber Security Program Plan (CSPP) and the BPA Manual 1110;2. Access is only granted on the basis of need as established by the organizational supervisor and under the least privilege policy;The Vendor acknowledges all risks and costs in providing to BPA the Quality Assurance Analyst supplement labor. The Vendor is responsible for reviewing BPAM requirements, discussing and/or developing procedures in controlling risks and ensuring conditions are met for the Quality Assurance Analyst contractor employee. Skill Requirements:Knowledge of and skill in applying:· Microsoft Operating Systems and Microsoft Office suite of products· Formal SQA methodologies including software development life cycles, testing processes and standards· Ability to interpret and transform data models, business use case diagrams, environment and data needs into testing deliverables.· Ability to effectively present technical information to various audiences ranging from the client, developer to project manager· Database query tools such as DB Artisan or SQL Query Analyzer in a distributed client-server environment· Automated testing methods and technologies such as Mercury TestDirector and Dev/Track· Create Test Driven Development (TDD) automated tests for production code.Sufficient to:· Develop application test plans, cases, scripts and related documentation for a complex, highly secure Internet/intranet application.· Coordinate and direct test environments, testers and developers during the testing phase of a version upgrade.· Perform defect tracking including repair status, compatibility and response time issues with plans for resolution and deliverable dates· Perform installation and unit testing to ensure correct operation of an upgraded application.· Prepare time estimates, communicate resource requirements and provide timely progress reports to the project manager.· Provide presentations on testing deliverables, milestones and report on quality discrepancies Optional Skills Desired:Knowledge of and skill in applying· Experience with LodeStar BillingExpert and ContractExpert.· Experience with billing systems including both the technical and business knowledge.
