HIRING ORGANIZATION: Legislative Technology Services Bureau (LTSB).

 

SCHEDULE: Full-Time, Monday through Friday (additional hours as necessary).

 

SALARY: Dependent on relevant education and experience.

 

POSITION SUMMARY: The Legislative Technology Services Bureau (LTSB) of the Wisconsin State Legislature is seeking a talented, energetic and proactive individual for a Software Developer position.  The bureau is located on Capitol Square in Madison, WI. The Software Development Team provides custom applications for the state legislature to assist in all facets of the legislative process.  We work in a team environment with a great appreciation of individual contributions.  We offer an advanced development environment and a commitment to using current technologies to develop reliable, robust and useful applications.  In addition we are about to begin the multi-year process of upgrading a large number of legacy applications which were written in Interleaf LISP, Cloverleaf and Awk.

 

JOB DUTIES: This position participates in the analysis, design, development, implementation, integration, and production support of small to large, complex client/server information systems within Microsoft Windows and UNIX environments. This position operates independently within defined objectives and priorities. Specific job duties include:

1.      Application development projects and operational duties as assigned that include:

a.      Business requirements analysis.

b.      Participate in the analysis and high-level functional design of applications and systems.

c.      Independently develop technical designs.

d.      Perform complex programming activities.

e.      Troubleshoot/debug production system problems.

 

2.      Legislative application support:

a.      Create, maintain, and enhance custom legislative applications.

b.      Understand, support, and assist in guiding the strategic direction of the legislative technology infrastructure.

 

REQUIREMENTS:

1.      Demonstrated knowledge of at least one of the following programming languages; VB6, VB.NET, C# or another advanced object oriented programming language.

2.      Formal education in computer science or professional experience to effectively execute duties upon hire. 

3.      Expertise in the fundamentals of software requirements analysis, design, development, and support.

4.      Working knowledge of the Microsoft Windows or UNIX environments.

5.      Eager to collaborate with team members and legislative staff that the LTSB supports.

6.      Exceptional oral and written communication skills.

7.      Commitment to excellent customer service.

8.      Strong problem solving ability.

9.      Able to work independently.

10.  Able to work under deadlines.

11.  Able to work under pressure.

12.  Able to work in a nonpartisan environment.

13.  Able to work occasional second and third shift hours.

 

HELPFUL ADDITIONAL SKILLS:

1.      Knowledge of the Legislative process.

2.      Experience with document publishing
