POSITION DESCRIPTION

 

JOB TITLE:  US Billing Product Analyst 

 

DEPARTMENT NAME:  US Clinical Division – R&D Team

 

REPORTS TO:  Manager of Software Development with direction and evaluation from Project Managers

 

POSITION OVERVIEW:  The US Billing Product Analyst must possess an in depth understanding of billing and collections processes applicable to Skilled Nursing Facilities (SNF)/Nursing Homes, Assisted Living and Independent Living centers in the USA. Knowledge of ICD9-CM and HCPCS coding, the MDS 2.0 RAI tool (and upcoming MDS 3.0) and its impact on reimbursement rates/processes is also a necessary skill. The Product Analyst must be able to apply their billing knowledge as well as end user requirements to the software development process. This individual is expected to work closely with the Product Manager to prioritize product enhancements and translate high level market requirements into detailed software requirements specifications.  

QUALIFICATIONS: The Product Analyst must have extensive experience (3+ years) with the performance of the job duties of the billing/reimbursement staff in a health care setting. The Product Analyst must have exceptional computer skills including being proficient in the use of office automation software and user interface prototyping. Prior experience or education in the creation of functional software requirements/specifications, software development methodologies and a healthcare background are considered to be strong assets for this position.

 

Expertise in the following Skilled Nursing Facility (SNF) areas are strong assets:

 

Ø       SNF Medicare Part-A PPS reimbursement, including a high level knowledge of the impact of the MDS on reimbursement

Ø       SNF Medicare Part-B reimbursement including a high level understanding of coverage criteria and required supporting documentation

Ø       SNF claims audit and appeal processes including fiscal intermediary audits, recovery audit contractor audits and other government audits and initiatives

Ø       SNF – state-specific/Medicaid reimbursement, including eligibility, billing mechanics and collections processes

Ø       SNF Consolidated Billing rules and procedures

Ø       An understanding of the clinical issues effecting billing and accounts receivable

Ø       Compliance with laws, regulations and other guidance governing billing and accounts receivable procedures

 

 

RESPONSIBILITIES/DUTIES:

 

Market Requirements:  The Product Analyst will assist the Product Manager as required in the research and documentation of market requirements and in the preparation of business cases for new development directions related to the product line.

 

Software Requirement Specifications:  The Product Analyst is responsible for preparing detailed software requirements and use cases for new products, modules and enhancements. This may also include gathering requirements directly from clients and preparing a Statement of Work for billable customizations. The Product Analyst is also responsible for assessing, recording and prioritizing all product enhancement requests. The US Billing Product Analyst will occasionally need to collaborate with other Product Analysts in the development of requirements affecting the functionality of multiple products from Momentum Healthware.

 

Quality Assurance: The Product Analyst is responsible for reviewing and approving application designs; assisting in the creation of relevant test plans and with testing in general; reviewing and signing off on all functional specifications, test cases/plans and user documentation. The Product Analyst is responsible for overseeing the beta release process, assessing the stability of the product and approving the release of software to clients.

 

Usability Testing:  The Product Analyst is responsible for performing usability testing on early software prototypes prior to external release to clients to ensure new functionality is intuitive and easy to use.

 

Internal Training:  The Product Analyst is responsible for training internal staff on Momentum Healthware’s US Billing Product to ensure it is properly supported and implemented.

 

Support Call Escalations:  The Product Analyst is responsible for providing second level support to end users through the Support department and for investigating the validity of reported defects. In certain circumstances the Product Analyst may also be required to research and document work-around/interim solutions in order to resolve and close the support call.

 

End User Documentation:  The Product Analyst is responsible for developing and/or reviewing all user documentation for the product. This includes (but is not limited to), User Reference Guides, Release Notes, Online Help, Upgrade Guides, Install Guides, Operation/Maintenance Guides, Readme files, Known Issues, Regulatory and Technical Bulletins and various internal/external checklists.

 

Beta Site Training & Support: The Product Analyst is responsible for training beta clients on “new functionality”, creating user acceptance plans/test checklists, providing expedited support, chairing weekly conference calls with the beta clients, assessing the stability of the product and approving the release of software to all other clients.

 

User Group Sessions: The Product Analyst may be called upon to participate in user group/product advisory board meetings. This may include participating in Q&A sessions and demonstrating new/proposed features.

 

Regulatory & HIPPA Compliancy:  The Product Analyst is ultimately responsible for ensuring the US Billing product satisfies both regulatory (billing) and HIPPA compliancy in all current and future markets that Momentum supports. The Product Analyst must maintain contact with federal and state regulatory agencies and intermediaries and must perpetually scrutinize regulatory publications to ensure the US Billing application conforms to those regulations. The Product Analyst is responsible for writing the content for regulatory/technical bulletins and ensuring they are posted and sent to clients in a timely fashion. The Product Analyst will have access to internal and external resources to assist with the perpetual monitoring of state and federal regulations that impact billing processes.

 

Administration - Compiling & submitting timesheets and status reports to describe progress on development projects and assignments on a weekly basis, updating the status of Defects/Enhancements in Momentum Change Tracking System.

 

Other Duties as Assigned:  The Product Analyst must respond with flexibility and collaboration to the needs of the business – both internally and externally – by addressing important corporate initiatives when requested by management. Examples include (but are not limited to): responding to RFPs, assisting with implementations, reviewing training and other materials, providing product demos and sponsoring client satisfaction initiatives.

 

SKILLS & CHARACTERISTICS REQUIRED FOR THE POSITION:

·         Strong Product Knowledge – As the “product expert”, the Product Analyst plays a vital role in the development and maintenance of the US Billing product. The Product Analyst must have a throrough understanding of the US Billing application and the MDS RAI 2.0 tool as it pertains to billing (RUGS/Case Mix Calculations, CMS Submission process) as well as integration to Momentum and other 3rd party products etc.

·         Accounting Knowledge – knowledge of Accounts Receivable and General Ledger applications is required

·         Problem Solving – As the Product Analyst is often called upon to assist in resolving complex support and/or implementation issues, strong problem solving skills are mandatory.

·         Communication – The Product Analyst must have exceptional writing skills in order to create detailed software requirements specifications, user and other documentation etc.

·         Teamwork and Collaboration– As the US Billing Product Analyst participates in all aspects of software development, s/he needs to be an effective team member and be willing to periodically take on the role of team lead. The US Billing Product Analyst will also be required to colloborate with other Product Analysts within the company to jointly develop requirements affecting multiple applications/interfaces.

LOCATION: This position will be based in the Nashville office

 

TRAVEL REQUIREMENT:  Travel is approximately 5-10% for this position (attending conferences/seminars/tradeshows, visiting clients on-site to gather requirements, attending user group meetings, attending business meetings in Momentum’s head-office located in Winnipeg, Manitoba.

 

COMPENSATION COMPOSITION: Salary based on experience.
