GENERAL INFORMATION
> This position is with the Oregon Liquor Control Commission in Milwaukie (Portland metro area).

TO QUALIFY
Your PD 100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
four years of professional, consultative, technical, or administrative experience providing expert advice and leadership in planning, development, coordination, and implementation of data systems; and either (a) at least 30 quarter (20 semester) credits in computer science; or (b) two more years of experience providing a knowledge of information systems theory and principles.
15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

Note: Preference may be given for the following: HTML, Object Oriented Programming (Java, C#, etc.), JSP/Servlets/ASP/PHP, UML, MXML/Actionscript, Rich Internet Applications, SQL.

DUTIES AND RESPONSIBILITIES
The Software System Developer works with the user community to develop and/or modify, according to standards and established OLCC methods, systems that include both computerized and manual processes that allow the continuing operation of the Liquor Commission. Under the guidance of the Application Development and Support manager, this position provides expertise on the integration of computer programs, applications and systems with existing and planned Commission business activities. This position also reviews contract programmer development to insure that Commission standards and objectives are met. Major duties:
50% Design, Programming and Documentation: Designs, codes, builds, tests, and otherwise creates stand-alone and web applications according to OLCC development standards that function either independently or as a part of a larger system, utilizing the design and development parameters provided by users, business analysts, fellow developers and management. Writes or edits technical based documentation and assists with user documentation for programs, applications or systems. Provides input on application development standards and methods.
20% Program Development: Works with users, user groups and business analysts to determine system or application requirements and specifications. Documents the results of these activities according to the approved methods including Business Process, Conceptual, Physical and Object Oriented, UML design documents. Designs programs, applications and systems in specific computer languages to operate as specified. Participates in design, program, application and system review sessions. Works with IT Director, Application Development & Support Manager and agency staff to plan for future activities from both a technical viewpoint and projected user needs.
15% Maintain Existing Applications: Analyze and correct operational problems occurring in existing application(s). Instructs computer operations in any projected changes. Assist technicians with user and remote support issues regarding application processes as they occur. Analyze the impact of user requested application or data changes. Perform requested changes or submit to project development process as the situation requires.
10% Project Development and Tracking: Works closely with the Application Development and Support Manager and other technical staff resources to develop and track progress on projects. May be responsible for tracking contract programmer progress on projects. Reviews contract programmer deliverables to ensure code quality and compliance with agency standards. Coordinates activities on projects as needed.
5% Miscellaneous: Other duties as assigned.
WORKING CONDITIONS
Normal office conditions. Occasional overnight travel for attendance of conferences or seminars, or to provide on-site problem resolution. Requires a valid driver’s license and a good driving record.
