Systems Analyst

About the Position: This is a central Information Technology systems analyst position that manages, coordinates, and is the primary developer for one of more of the computer application systems that provide central administrative services to Western.

Reporting to the Application Systems Manager the Systems Analyst manages, develops and maintains one or more central application system running on an Oracle database. Examples of application systems supported at Western are: Finance; Human Resources, including Payroll; Admissions; Registration; Academic History; Student Financial Aid; Student Accounts Receivable; Alumni; Facilities Management; and Equipment Inventory. Applications run primarily on Unix, some on Windows.

 About the Department: Administrative Computing Services is responsible for supporting the administrative data processing needs of the university, coordinating technical support across departments including Admissions & Records, Business and Financial Affairs, Financial Aid, Extended Education,  Library and Student Health Center. Applications supported include the Student Information System, Financial Reporting System and several computer applications.

Position Responsibilities:
Independently manage, develop, and maintain the computer application system(s) assigned using a combination of: Oracle Tools, C, Unix shell scripting, Unix utilities, Java, JavaScript, C#, and/or Visual Basic Work with other Systems Analysts, IT managers, office managers, technical project leaders to coordinate and schedule application changes Evaluate new versions of vendor provided application system software or applicability to the Western environment and deciding which features to install Analyze, design, develop, implement and test local application system modifications Coordinate and complete all phases of the analysis, design, and implementation of new application systems and programs as required to address Western-specific needs Design and develop database tables, indexes, etc. to support applications Test new versions of the application system in a manner that does not disrupt on-going operations while ensuring the new versions will operate correctly Develop impact statements of proposed application system changes Independently work with the application area’s primary user contact and others as appropriate to correct problems and evaluate how user applications can be improved in functionality and performance Work with both the vendor and the users to identify application system malfunctions and develop corrective actions Develop testing procedures and protocols to isolate and define user problems Assess the overall performance of applications and individual routines Follow defined design, implementation and testing protocols to make changes to the application system to improve maintainability and increase application availability Develop documentation of application system-related changes and procedures Provide technical support of other systems analysts, managers and users Make recommendations for improvements in application development guidelines and Administrative Computing Services support procedures


Required Qualifications: Baccalaureate degree in Management Information Systems, Computer Science, or related field or a total of 6 years’ experience developing and maintaining central administrative computer applications One year experience programming with SQL and Oracle Tools, Java or .NET (preferably Java), and the Unix environment Three years experience in design, development, and maintenance of computer applications Three years experience working with users in the development and maintenance of applications Ability to write programs to support the desired operation of the computer application and correct errors Understanding of the operating system tools required to develop applications efficiently and to monitor the effect on the application and computer system’s performance Ability to develop applications using SQL, Oracle Tools, Unix shell scripts, and Unix utilities Thoroughly familiar with using the development and operating environment of Unix and Windows Familiarity and understanding of relational database management systems and referential integrity General knowledge of a wide variety of programming languages, application development methodologies, administrative applications, operating systems, operating system tools, and workstation environments Effective written and verbal communication skills with technical support and non-technical users on highly technical and complex application issues Demonstrated experience working with diverse staff Ability to develop knowledge of the functional details of the application and the administrative user office dependencies

Preferred Qualifications: Experience with Oracle Forms Experience with C language Experience with ASP.Net Experience with SunGard Banner university administrative application
