The scope of work will include, but will not be limited to development and maintenance of a comprehensive application that supports the case management activities of the HIV/AIDS Administration (HASA) staff. An enhanced version of an existing application named HASAWeb will replace the vendor system Case Management System (FACTORS).  The new application, HASAWeb 3.0 is a major redesign and upgrade to the system currently in production.  HASAWeb 2.0provides a unified interface for many functions that support HASA clients (as Emergency and Permanent Supported Housing services), but case management functions are all done though FACTORS. HASAWeb 3.0 is being designed and developed in response to HASA’s plan to incorporate into HASAWeb the case management features currently in FACTORS, while enhancing and adding functions to address newly-developed requirements for case management and related activities.  The new application will benefit HASA by providing:  An end to a costly existing vendor relationship and significant savings for HRA Improved operational efficiency Reduced training needs Anywhere access through web portal Customizable application Built-in customizable on-demand reporting templates/tool An interface to the existing billing system Combined portal for case management, housing and ancillary services for HASA clients  HASAWeb 3.0 will build upon the many functions and features already incorporated into HASAWeb 2.0, while retaining some of the best features of the FACTORS application. A newly designed case management database will replace the FACTORS database. All HASA data currently in FACTORS will be converted to HASAWeb 3.0 prior to implementation.  Once fully deployed, the integrated system will provide a more flexible and customized application for HASA that will meet its case management, housing and ancillary services requirements through one, coherent, easy to use, web interface. This candidate will be part of HRA’s Project Team.  Responsibilities are as follows:   Perform software maintenance and bug fixes on existing code Participate in design efforts at a feature level Work within established methodologies and procedures to properly and fully document necessary development artifacts (bugs and features) Adhere to coding standards and guidelines and follow proper code archival and security procedures; ensure personally-delivered software integrates well with larger team solution Initiate design and code reviews before committing to a definite solution; and engage in occasional interaction with clients and customer staff. Additional responsibilities:  Develop a data dictionary Design the database Code new features and functionality Test (unit and integration) Deliver and deploy modules according to requirements and specifications provided.  The candidate should work independently to provide features or subcomponents of the larger project. The candidate is expected to provide solutions that are accurate, thorough and timely. Tasks and Duties  The Tasks and Duties to be performed by the selected candidate within the HRA’s and GSA’s contract guidelines. The services, where on-site presence of the Contractor is required, MUST be provided at HRA/MIS Data Center located at 15 Metrotech Center, Brooklyn NY 11201 or alternate HRA locations within the five boroughs of the New York City area.   MIS anticipates that the tasks will be completed during normal work hours. However; the consultant may be asked to work off-hours, weekends or holidays, if required.  Below are the major tasks and duties that will be involved for this position:  · Develop data dictionary, database design · Process flow diagrams for HASAWeb 3.0 (.NET) application · Assist the Project Manager and DBA in developing a data dictionary (schema) for HASAWeb 3.0, based on established design specifications · Develop “Process Flow Overview” diagrams for user design reviews · Maintain existing .NET code as required in HASAWeb 2.0 production application, to maintain system and fix bugs as required · Participate in design efforts at a feature level · Develop prototype Web pages for user review and modify as required, for each module to be developed · Develop multiple modules using .NET in SQL or Oracle database environment · Under the direction of the Project Manager, develop code for each application function in the design specifications · Initiate design and code reviews before committing to a definite solution for each module developed · Develop a testing plan and conduct unit and integration testing and debugging on developed code. Work closely with users to coordinate user testing · Participate in development of conversion and implementation plan. Lead conversion mapping from existing to new databases, conduct conversion and coordinate data reconciliation with user business analysts. · Develop post-implementation code as changes and fixes are required by the users. · Maintain existing .NET code in HASAWeb 3.0 Proposed Candidates Requirements The following requirements are considered necessary to complete the indicated tasks to the satisfaction of HRA. Resumes submitted will be scored as part of the Proposal evaluation process. Below are the lists of “Basic” and “Desirable” technical requirements for the proposed candidate.Basic Technical Requirements for Tasks: § Bachelor's degree in computer science or a related field, or satisfactory combination of education and experience § Working Knowledge of Software Design Patterns § Working Knowledge of Code Refactoring Techniques § Experience with Web Services and .NET Remoting § Knowledge of COM+ and .NET Windows Services Desirable Technical Requirements for Tasks: § 3+ years .NET development experience using .NET 1.1 and 2.0 § 3+ years Microsoft Web Application development experience (C#, ASP.NET) § Knowledge of object-oriented design and implementation techniques § Have worked through software production life cycle from requirements gathering through integration testing, rollout, and support § 4+ years working with SQL Server creating database schemas, stored procedures, triggers, data transformation packages, and indexing § Experience with Oracle 8.0 creating database schemas § 2+ years experience with SQL Server Reporting Services § Awareness of application security issues and vulnerabilities § Understand proper configuration management approaches § Experience using NUnit for code unit testing § Experience working with multi-tiered application design and development, including web-based solutions MRINetwork is the largest and most successful search organization in the world.
