 JOB DESCRIPTION

 

Kiewit Power which it is currently seeking, amongst other positions, a Commissioning Start Up Manager for the organization.

The post initially, during the Engineering Phase, will be based in the EPC Contractor’s office. Thereafter, during the Construction Phase, the post will be transferred to a variety of jobsite locations in the US and or Canada.

The Start Up Manager will coordinate with Commissioning Engineers, of which each will be responsible for one of the main  packages of the project (combined cycle power plant & external electricity, sweetening process, liquefaction, utilities, tanks, and jetty), and they will all report directly to the start up manager.

The ideal candidate must have Preferably an Engineer Degree (BSc) or equivalent, with proven experience, from 10 to 15 years of well grounded project control experience in EPC power contracts and in LNG projects.

Communication and reporting skills essential, together with a proven ability to work directly with management and client.Commission, checkout, test, and startup the project.  Direct and coordinate the daily activities of field engineers and construction craft. Startup Coordinator will report directly to the Startup Manager.  Promote and provide leadership for Safety issues.  Coordinate construction to startup activities of assigned areas of responsibility.  Assume direct responsibility of all Turn Over Packages and their completion for turnover to the Client as designated by Startup Manager.  To insure all systems are completed to meet contractual requirements with the highest degree of safety and quality.

 Work Scope

Ø  Development of scoped package format and necessary forms for complete package.

Ø  Development of Turnover package flow chart, construction to startup, and startup to Client.

Ø  Maintain database, drawing updates, and track all ECN and RFI for Turnover Packages.

Ø  Review of work packages associated with system testing.

Ø  Review test procedures for component and system testing.

Ø  Read and adhere to Startup Administration Manual.

Ø  Read and understand all contractual requirements for completion, including permitting and EPA requirements.

Ø  Review Lock Out Tag Out Procedures, (LOTO) and insists on strict adherence to procedures and policies.

Ø  Review and sign Job Hazard Analysis, (JHA) for each assigned crew.

Ø  Holds and/or attends Daily Safety Meetings.

Ø  Promotes and insists on good housekeeping in the office and on the project site.

Ø  Ensure spare parts and consumables necessary for the proper operations of each assigned system are available.

Ø  Coordinating initial energization, functional testing and operation of plant systems.

Ø  Troubleshoot and isolate system problems. This includes correcting or suggesting resolutions and providing a written report of the results.

Ø  Checkout of installed systems and equipment per system descriptions and good power plant practices.

Ø  Tracks progress of assigned systems and provides Startup Manager with a weekly report of such progress and activities.

Ø  Coordinate and monitor vendor representative’s work, charges, and documentation on a daily basis.  Approve or deny charges by signature and submit to Startup Manager.

Ø  Reviews and signs all time cards, and requisitions charged against the Startup budget associated with assigned area of responsibility.  Submits all time cards and requisitions to Startup Manager for final approval.

Ø  Performs construction process assessments during system walk-downs and identify exceptions and deficiencies.

Ø  Assists in commissioning and testing of individual components, systems, and the station as a complete integrated unit to meet all contractual obligations.

Ø  Perform specific functions normally performed by the Start Up Manager when designated by the Start Up Manager.

Ø  Perform all other duties as assigned by the Startup Manager
