Construction Facilitator

Job Description: Assists the Construction Lead coordinating “One Team” activities that support the deployment of 8,500 personnel from 5 geographically separated northern VA/MD locations to a 2.4MSF New Campus East (NCE) facility located on the Ft Belvoir Engineer Proving Grounds.  Effort will be phased over several years with completion required by Sep 30, 2011.  Responsible for leading efforts in coordinating with construction and commissioning contractors on schedule/performance issues.  Remains informed in real time of construction status and how it impacts deployment.  Acts as the liaison between the NDPE and the construction contractor.  Attends construction meetings and identifies potential impacts on planned deployments.  Provides assessments of construction progress.  Relays risk and schedule assessments developed by the NCE PMO.  Supports NCE Assistant Program Manager (APM) for Construction.

Required Skills:  Member must have working knowledge of construction planning, scheduling and commissioning activities, and possess an active TS/SCI clearance.  Member should be thoroughly familiar with MS Project, Primavera and MS Office Suite and capable of coordinating multiple contract schedules during the phased deployment of personnel and their possessions to the NCE site. 

Required Experience: Familiarity with the integration of construction, Information Technologies (IT) and deployment planning for a DoD activity or comparable.  Member should be accomplished in group facilitation, business process engineering, database use, and complex project scheduling.  Desired Experience: Familiarity with NGA mission, US Army Corps of Engineers processes, and MILCON program.  EIT or PMP desirable.

Required Education:Bachelors: prefer in technical or communications focus areas.
