PRIMARY FUNCTION

Independently perform cost analysis of large, complex subcontract proposals. Highly knowledgeable in Federal Acquisition Regulations particularly in regards to cost or pricing data requirements and cost accounting standards. Possess high level negotiation skills assuming a key role in subcontract and prime negotiations. Independently perform supplier rate audits including the evaluation of supplier rate and sales forecasts as well as the supplier accounting system. Prepare clear, concise written reports of cost analysis recommendations.



 

TYPICAL DUTIES:

 Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.



SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE

Bachelor’s degrees from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Masters degree. Considered an emerging authority. Knowledge of Enterprise Estimating Systems.
