Deputy Director, Capital Programs & Environmental Affairs

Description: Provides overall management of the Authority's construction and engineering services, project controls, contract administration, safety program, environmental program and sustainability program. Assist the Director in managing the Capital Programs Department, create, recommend and implement business strategies relative to project delivery and contract administration policies and procedures, act as a liaison with other departments including Legal, A&F and Internal Audit, and outside professional organizations to advance the goals and objectives of Massport and the Capital Programs Department. Requirements:

Bachelors and Masters degree in engineering/architecture or equivalent professional experience. Law degree a plus. 15 years of diversified experience with no less than 10 years in a management role in the areas of design and construction and comprehensive knowledge and skills in engineering and law specializing in the development and implementation of contracts and application of the Massachusetts General Laws. Experience with Construction Manager at Risk project delivery and contracts preferred. Working knowledge of both the private and public (Federal and State) sectors.
Working knowledge of governmental regulations and operational issues regarding transportation and economic development activities within Massachusetts. Working knowledge of public sector finance, budgeting, community involvement, and EEO/AA minority issues. Working knowledge of partnering and alternative dispute resolution. Working knowledge of applicable federal and state laws and procedures including the Massachusetts public bidding process.
