The purpose of this position is to direct, manage, supervise, and coordinate the activities and operations of the Roadway Maintenance Division within the Public Works Department including the Pavement Management Program; and provide administrative support to the Director of Public Works. Essential Duties and Responsibilities: Assumes management responsibility for assigned services and activities of the Streets Division including construction, maintenance, repair, sweeping, and improvements of the City streets and sidewalks Manages and participates in the development and implementation of goals, objectives, policies, procedures and priorities for assigned programs Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems; develops and implements long and short term plans, goals, and objectives for the division Monitors inventory levels of supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new or replacement items Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels Manages the complete Pavement Management Program for the Division; prioritizes City streets for preventative maintenance, slurry seals, overlays, and reconstruction Inspects public works facilities and infrastructures; visits work sites to monitor progress and quality of work performed, provides direction, and assists in resolving problems encountered in the field Responds to emergencies, assesses situation and initiates appropriate response; coordinates with applicable agencies, and monitors traffic impact Develops and administers budget for the department; monitors expenditures to ensure compliance with approved budget; determines capital equipment needs for department; reviews and prepares contracts for bids to outside contractors Serves as the liaison for the Streets Maintenance Division with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues; represents the department at community meetings Prepares, reviews or completes various forms, reports, correspondence, time cards, supply lists, or other documents, including agenda items and topics for the Traffic Advisory Committee Develops and ensures the implementation of staff training programs which provide opportunity for individual employee growth Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of street maintenance; incorporates new developments as appropriate Performs other similar duties as assigned Qualifications Associate’s degree in Engineering, Transportation, Public Administration, or related field Five (5) years of progressively responsible experience in street maintenance work Knowledge of Microsoft Office applications Must possess a valid State driver’s license In addition to the basic qualifications, the ideal candidate would meet the following preferred qualifications: Bachelor’s degree in Engineering, Transportation, Public Administration, or related field Six (6) years of progressively responsible experience in traffic management control with no less than three (3) years of administrative and supervisory responsibility Knowledge of street maintenance work programs and technologies Knowledge of project planning, implementation and evaluation principles and practices Knowledge of basic specifications for and operating capabilities of heavy and light construction equipment, maintenance equipment and trucks Knowledge of City’s street infrastructure and zoning laws Clear, concise written and verbal communication skills Strong inter-personal relationship skillsBenefits: Medical and Dental Plans Health Care and Dependent Care Flexible Spending Accounts Life and Accidental Death & Dismemberment Insurance Short Term and Long Term Disability Income 401(k) Plan with company match Employee Ownership Paid Time Off Program Flexible Work Scheduling Business Casual Dress Learning and Development Opportunities Tuition ReimbursementEmployee Assistance Program Voluntary Auto and Homeowners InsuranceCompany Profile:Employee-owned CH2M HILL is a global leader in engineering, procurement, construction and operations for public and private clients.
