Plant Mechanic I/II
The South Bayside System Authority (SBSA) is a wastewater treatment facility located on the western shore of San Francisco Bay and serves the people of southern San Mateo County. The SBSA opened in 1982 and plays a vital role in protecting the public health of the surrounding community as well as the environmental health of San Francisco Bay. SBSA is a joint undertaking of the cities of Belmont, San Carlos, Redwood City and West Bay Sanitary District (serving the greater Menlo-Atherton area).
About the Position – SBSA is currently recruiting for a Plant Mechanic with the skills, abilities, and experience to perform complex tasks and fabricate parts, fittings, assemblies and repair units used at a Class V wastewater treatment plant. Under general supervision from work orders, specifications, and verbal instructions, this position performs a variety of - skilled mechanical maintenance of the wastewater treatment facilities and systems, with emphasis on troubleshooting equipment problems, repairs to mechanical, structural and plumbing equipment, and installation of new equipment. Development and implementation of improvement projects.
Typical duties – Typical duties include, but are not limited to, maintenance of service records, updating of drawings, working with other plant staff in the planning, coordination, scheduling of work, performing testing and diagnosis of mechanical systems, operating computers testing equipment, maintaining and replacing various pumps and motors, repairing, replacing, and maintaining various structural components,; reading blueprints, schematics, ordering parts and supplies needed for maintenance and repair projects; carrying out preventive maintenance (PM) programs; responding to emergency repair calls; operating a variety of hand and power tools, and performing a variety of maintenance, repair, and construction assignments.
Knowledge, Skills and Abilities – The Plant Mechanic works as an SBSA team member in all efforts towards the preventive maintenance and repair of all SBSA assets and deals tactfully and courteously with the public. Operations and Maintenance staff team up to effectively resolve complex and difficult problems, the ability to foster effective relationships and participate in collaborative problem solving amongst team members is an essential element for anyone wanting to join the organization. The Operations and Maintenance team places a premium on creating a work environment that enhances the knowledge skills and abilities of each of its staff and a professional work ethic along with solid social skills is a must.
Thorough knowledge of standard practices, methods, tools, and materials of the plumbing, and mechanical trades; considerable knowledge of welding, machine work, and related mechanical trades; skill in the use and care of bench, hand, and power tools, machines and equipment of the mechanical trades; ability to perform heavy manual work; ability to wear respirator and SCBA and to be certified for confined space entry and rescue.
Advancement within the classification is gained through satisfactory work performance and attainment of job related skills and certifications.
Desirable Training, Education and Experience – Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be three(3) years of experience performing skilled and semi-skilled mechanical maintenance work involving plumbing and mechanical repairs and installations; and completion of 12th grade or equivalent; some experience working with a wastewater treatment facility and associated equipment is desired.
Experience in a wastewater treatment plant and/or electrical maintenance work is desirable.
Physical and Sensory Requirements – Must be able to occasionally sit; frequently stand, walk, stoop, kneel, and crouch; normal manual dexterity and hand-eye coordination; ability to lift and move objects weighing up to 50 pounds; corrected hearing and vision to normal range; verbal communication; use of a variety of hand, power, and testing equipment used in the mechanical trades. Position requires repetitive climbing of stairs and ladders and lifting and moving of equipment; requires ability to be trained for confined space entry and rescue. Must be able to pass a pre-employment physical after a conditional job offer is made.
Work Environment – Work is performed in a wastewater treatment facility, testing and repair shop, and outdoors in varying temperature and weather conditions; exposure to hazardous materials, smoke, gases, and fumes; exposure to hazards such as moving machine parts and electrical current; continuous contact with other staff members.
Selection Process – hose applications which meet the minimum qualifications will be invited to continue in the Exam process. Qualified candidates will be invited to participate in an interview process and will be asked to demonstrate required skills.
Pre-Employment Procedures – Must be able to pass a pre-employment physical, medically certified to wear a respirator as well as a SCBA (Self Contained Breathing Apparatus) and the ability to satisfy employment eligibility verification as required by the Immigration Reform and Control Act of 1986 after a conditional job offer is made.
Licenses and Certificates – Must possess a valid Class C California Driver’s License and be insurable under the SBSA Driving Eligibility Standards. CWEA certification as an Electrical Instrumentation Technologist; Grade 2 or higher is desirable.

GROUP HEALTH BENEFITS
Health Insurance
Coverage is provided through the CalPERS Health program. The premium for employee and eligible dependents is fully paid by the Authority up to a maximum of the highest cost Kaiser Sacramento Bay Area.
Dental Insurance
Coverage is provided through the Met Life and currently $164.50 paid by the Authority towards premium for employee and eligible dependents. Premium for Employee + 2 or more eligible dependents as of 1/1/08 - $198.17. Orthodontia coverage for eligible dependents under the age of 19 years; up to 50% to a max. lifetime of $1,500.
Vision Insurance
Coverage is provided through the Vision Service Plan for eye wear only. The premium for employee and eligible dependents is fully paid by the Authority.
OTHER BENEFITS
Long Term Care
Available through CalPERS at the employee's expense.
Life Insurance
Basic life and AD&D provided by the Authority at $150,000.
Long Term Disability
After a 90-day waiting period, coverage is provided at 66 2/3% of salary to a maximum monthly benefit of $6,000.
Employee Assistance Program
Up to 5 counseling sessions for each problem per 12-month period for each employee and his or her covered dependent.
RETIREMENT
Retirement
California Public Employees Retirement System (CalPERS) 2% @ 55, along with the 4th level 1959 Survivor Benefit Options, one year highest compensation calculation; 2% cost of living adjustment and $500 Retired Death Benefit.
7% employee contribution is tax deferred income under IRS Section 414 (h)(2).
Social Security/Medicare
The Authority does not participate in Social Security, but provides 1.45% matching Medicare contribution.
Purchase Additional Time
Member may elect to purchase up to 3 years service credit for any volunteer service in Peace Corp or AmeriCorps; member may purchase up to 4 years of service for continuous active military or merchant marine service prior to employment.
Retiree Health Benefits
Coverage is provided through the CalPERS Health program. The premium for the retiree and eligible dependents is fully paid by the Authority up to a maximum published rate of Kaiser Bay Area/Sacramento; employee and 2+ dependents
Deferred Compensation 457 Plan
Optional deferred income plans allowing tax sheltering of current income and payment later as supplemental retirement income. Deferred compensation is invested according to the employee's choice of a variety of investment vehicles.
LEAVES
Vacation Leave
Maximum Accrual: 2 years accrued vacation based on employees years of service:
1-4 yrs of Service = 3.077 hrs/pay period;
5-9 yrs of Service = 4.616 hrs/pay period;
10-16 yrs of Service = 6.154 hrs/pay period;
17-19 yrs of Service = 6.923 hrs/pay period;
20+ yrs of Service = 7.692 hrs/pay period Pay periods are biweekly.
Bereavement Leave
3 days for bereavement of a member of the employee's immediate family and an additional 1 day if the funeral is held 300 miles or farther from Redwood City.
"Immediate family" is defined as spouse, children, parents, siblings, grandparents, mother in law and father in law
Industrial Accident Leave
Full pay, supplemented with workers compensation benefits, up to 90 days for an employee who is unable to perform regular work duties as a result of work-related injury or illness as certified by the workers compensation carrier.
Other Leaves
Floating Holidays: Employees will receive 32 floating holiday hours January 1st of each calendar year. No carry over and may not be exchanged for pay.
