Project Manager/Engineer

LOCATION:

PRIMARY FUNCTION:

The Project Manager/Engineer provides management of projects and project staff for the Alaska Operations, as directed by the Alaska Operation Manager.  The Project Manager/Engineer is responsible for the proper management and control of the total scope of services as defined in the project contract documents of one or more individual projects to meet the cost, profit, schedule and quality objectives of the project(s). The Project Manager/Engineer is responsible for professional interaction with client representatives, external stakeholders, and developing and mentoring staff supporting the project.  The Project Manager/Engineer ensures supporting staff members are properly utilized and provides staff timely and accurate communications to staff and management commensurate with the project requirements. The Project Manager/Engineer is responsible for utilizing corporate and project quality and safety resources to improve project performance.  This position reports to the Alaska Operation Manager or appointed designee.

 

Since this position will manage design/build construction, the Project Manager/Engineer is responsible for professional engineering work in the fields of civil, environmental, electrical, electronic, mechanical, or structural engineering and may be required to stamp construction drawings.

 

 

TYPICAL DUTIES:

1. Participates in the planning and formulation of design alternatives and solutions for construction projects; provides conceptual estimates, feasibility studies, and cost estimates, and may coordinate the production of basic design plans and construction documents. 

a. Employ engineering design criteria, use of standard designs documents, developing general arrangement drawings, and detailed design management processes.

b.  Ensures that project operations are in compliance with design specifications and with state, and federal policies and regulations.  

c. Reviews and interprets proposed designs, architectural drawings, and building specifications for appropriateness to required function and/or institutional standard, and initiates revisions where appropriate; advises consultants and clients as to how to best to achieve required results.

d.  Inspects, approves, and accepts completed projects ensuring conformance with building and life safety codes, and architectural/engineering specifications.

2. Develops and administers project budgets and fiscal controls, contracts, and quality control provisions; performs project cost estimating and value engineering, as appropriate.

a. Develop and maintain project schedules, routine estimate to complete/estimates at completion (ETC/EAC).

b.  Develop project management tools for staff use including trend analyses for resource level of effort, project cost metrics, and scheduled forecasting.

3. Oversees all aspect of the day to day management of construction projects; monitors and coordinates work performed by Field Staff and construction firms.

a. Directs work sequencing to expedite project delivery and to minimize disruption of ongoing operations.

4. Establishes performance and delivery criteria ensuring that the client requirements are being met; prepares project specifications, and coordinates procurement, as appropriate.

a. Work with multiple stakeholders across one or more projects.

b.  Attend routine teleconferences and meetings with clients as required.

5. Authorizes the issuance of contracts, purchase orders, and change orders, and approves contractor invoices for payment.

a. Employ procurement processes consistent with federal guidelines and company policy, and manage procurement competition of work among multiple interested parties.

6. Travel for business trips as required.

7. Ensure lessons learned and best practices are applied consistently across multiple projects.

8. Brief Operations/Program Managers on progress of projects as needed.

9. Assist in routine project reviews with executive management.

10.  Provide support for Technical and Cost Proposal efforts.

11.  Researches and prepares various reports pertaining to operations, equipment, policies, procedures, and/or other issues, as appropriate. Performs miscellaneous job-related duties as assigned by management.

 

EDUCATION REQUIREMENTS:

Educational requirement: 4 year engineering degree or equivalent, plus extensive (8 or more years) experience/knowledge of construction, engineering/design, finance and management required.

 

A Registered Professional Engineer is preferred.

 

Skills, Knowledge, Qualifications, and Experience:

The Project Manager/Engineer must be self-motivated, team-focused, possess the ability to work with minimal supervision, and proficient in coordinating and expediting multiple tasks and priorities with available resources.  The Project Manager/Engineer must demonstrate the ability to work well with others in the performance of duties in a fast-paced environment with tight schedules. 

 

Work experience in Construction Management, Engineering, or related field, with additional specialized training in government-funded construction projects, or similar experience is required.  Demonstrated professional record with increasing responsibilities in project delivery over eight (8) or more years is desired. Experience with design-build programs, procurement protocol, project controls, and cost estimating is also required.

 

Supervision skills include the ability to supervise multiple subordinates/subcontractors (project level), interact with project services; provide motivation/mentoring; and conduct performance reviews, as required.  The Project Manager/Engineer must possess excellent time management skills, excellent written and oral communication skills, and is expected to be discreet and maintain confidentiality.  The Project Manager/Engineer is expected to demonstrate skilled use of program lessons learned, and best practices are required.  Familiarity with change management processes and use of requests for information (RFI), field change requests (FCR) and design change notice (DCN) tools is required.

 

OTHER REQUIREMENTS:

Project Manager/Engineer may be subject to a reference check, credit check, or background investigation and may be required to meet other suitability criteria as outlined in government contract requirements.  Project Manager/Engineer must be authorized to perform work in the U.S. and provide evidence of credentials as requested.
